安徽省产学研合作的绩效研究

【摘要】：近年来,随着经济的不断发展,创新已经深入人心,可以说在知识经济时代的大背景下,技术创新已然成为发展的中心主题,一个国家或地区要想保持经济持续高速发展离不开技术创新,一个企业要想在日益激烈的市场竞争中获得源源不断的经济利润并且立于不败之地也要依靠技术创新。所以,当今各国和地区纷纷致力于提升自身的技术创新能力,加速技术创新步伐,争取抢占技术创新的制高点。而产学研合作作为推进技术创新、实现科技成果转化的有效途径也备受各国和地区的青睐。同样,安徽省也为推进产学研合作开展了大量有效的工作,但总体而言,安徽省在产学研合作方面与一些发达省份还是存在差距的。基于此,本文在一些理论分析的基础上,又进行了深入的实证研究。通过对安徽省产学研合作进行绩效评价,并与其他省市进行相关比较,能够清楚地看到安徽省产学研合作绩效水平所处的位置以及存在的问题,通过问题原因的分析和相应政策的提出,对提升安徽省产学研合作绩效、提高技术创新能力和促进区域经济发展具有一定的意义。首先,本文在简要介绍了文章研究背景和研究目的后,阐释了产学研合作的概念和内涵,分析产学研合作中相关主体及各自所处的地位和作用,并以技术创新理论、三螺旋理论和协同理论为重点理论依据进行了总结介绍,随后又概述了相关的国内外研究现状。为后文乃至整篇文章奠定了理论基础。其次,本文通过分析产学研合作绩效的影响因素,并参考借鉴前人研究经验和成果,结合安徽省的实际情况和指标建立原则,构建了安徽省产学研合作绩效评价指标体系；通过比较主流的评价方法的优缺点和适用性,选择了因子分析法作为本文的评价方法,并简要介绍了因子分析法的主要步骤和流程；结合前面确立的安徽省产学研合作绩效评价指标体系,搜集相关指标数据,运用因子分析法对安徽省产学研合作绩效进行评价,通过分析得出,安徽省的产学研合作绩效的综合得分是-0.10310938,低于全国平均水平,位次排在全国第13名,而在中部六省中,安徽省综合得分仅次于湖北省,湖北省的综合得分为0.28279573,高于全国平均水平,排在第8位。随后基于因子得分结果,对各主因子进行了简要的分析。再次,结合前文安徽省产学研合作的绩效评价的实证分析结果,通过比较分析得出影响安徽省产学研合作绩效的几个问题,主要包括RD投入不足、企业参与产学研合作的层次不高、技术创新产出水平较低以及新技术、新产品市场实现水平不足。然后本文结合理论基础和实证研究分析得出影响安徽产学研合作的这些问题的原因,包括缺乏利于产学研合作的良好环境、企业技术主体地位不明确、科技成果转化率低和科技中介服务体系不健全,以便于后文能更针对性地提出对策。最后,结合因子分析法的结论以及影响安徽产学研合作绩效水平的问题和问题的原因,相应地提出了一些政策,主要有营造利于产学研合作的良好环境、发挥企业的技术创新主体地位、提升科技成果转化水平和完善科技中介服务体系。并阐述了各政策中具体的明细对策,以期能够提升安徽省产学研合作的绩效水平,提高安徽省自主创新能力,推动安徽省经济发展。
