中国—东盟自由贸易区(CAFTA)“早期收获计划”贸易效应研究

【摘要】:20世纪90年代以来,在全球经济一体化进程不断加速、世界贸易组织(World Trade Organization,简称WTO)谈判陷入停滞的背景下,以自由贸易区(Free Trade Area,简称FTA)为主的区域经济一体化及贸易自由化安排逐渐成为各国对外贸易政策的重要组成部分,世界范围内掀起了一股建设FTA的浪潮。 然而在FTA的实际谈判中,农产品领域的市场准入及贸易自由化却往往因为农业的特殊性而难以实现,对本国农业实施贸易保护是各国的普遍做法,这已经成为制约众多FTA谈判顺利推进的重要因素之一。比如早在2002年就已经提出的中日韩FTA虽然已经经历了多次谈判,但至今未能取得实质性的进展,除了政治方面的因素之外,中日韩三方在关于农产品市场开放方面的巨大分歧也是一个不可忽略的重要因素。 但是,中国-东盟自由贸易区(China-ASEAN Free Trade Area,简称CAFTA)作为中国参与的第一个也是到目前为止最大的一个FTA,却通过“早期收获”计划(Early Harvest Program,简称EHP)这一制度安排,顺利实现了农产品的市场开放——中国与东盟主要老成员国之间在2004年-2006年顺利消除了约600种农产品的进口关税。计划实施后双边农产品贸易实现了快速增长,中国和东盟之间的贸易伙伴关系也得以不断增强。 那么,CAFTA“早期收获”计划为什么能够顺利实施?“早期收获”计划实施前后中国和东盟的农产品贸易关系是怎么样的?“早期收获”计划对中国和东盟的农产品贸易产生了怎样的影响(贸易效应)?对这些问题进行研究,一方面有利于中国与东盟之间就促进CAFTA的进一步发展而做出更好的制度安排,进而促进双边经贸合作关系的不断深化;另一方面,对于中国今后参与更高标准的FTA谈判时的农产品市场开放制度安排,具有重要的借鉴意义。 有鉴于此,本文拟对CAFTA成立前后中国-东盟的农产品贸易关系进行系统地研究,并根据所得出的研究结论,对中国今后参与其他FTA谈判时的农产品市场开放安排给出相应的政策建议。
[Abstract]:Since the 1990s, under the background of the acceleration of the process of global economic integration and the stagnation of the negotiations of the World Trade Organization (World Trade Organization,), the free trade area (Free Trade Area,) has been adopted. The arrangement of regional economic integration and trade liberalization has gradually become an important part of the foreign trade policies of various countries, and a wave of construction of FTA has been launched in the world. However, in the actual negotiations of FTA, market access and trade liberalization in the field of agricultural products are often difficult to achieve because of the particularity of agriculture. This has become one of the important factors restricting the smooth progress of many FTA negotiations. For example, although China, Japan and South Korea FTA, which was proposed as early as 2002, has undergone many negotiations, it has so far failed to make substantial progress, except for political factors. The huge differences between China, Japan and South Korea on the opening of agricultural products market are also an important factor that can not be ignored. However, the China-ASEAN Free Trade area (CAFTA), as the first and largest FTA, in China's participation by far, adopted the "early Harvest" program, (Early Harvest Program, for short, as a system arrangement. Market opening of agricultural products was successfully realized-import tariffs of about 600 agricultural products were successfully eliminated between China and the main ASEAN member countries in 2004 and 2006. Since the implementation of the plan, bilateral agricultural trade has grown rapidly and the trade partnership between China and ASEAN has been strengthened. So why did the "early harvest" program of CAFTA go smoothly? What is the agricultural trade relationship between China and ASEAN before and after the implementation of the "early harvest" program? What is the impact of the "early harvest" programme on agricultural trade between China and ASEAN (trade effects)? On the one hand, the research on these issues will help China and ASEAN make better institutional arrangements to promote the further development of CAFTA, and then promote the deepening of bilateral economic and trade cooperation. On the other hand, it is of great significance for China to take part in the arrangement of agricultural product market opening system in the higher standard FTA negotiations in the future. In view of this, this paper intends to conduct a systematic study on the agricultural product trade relationship between China and ASEAN before and after the establishment of CAFTA, and based on the research conclusions, This paper gives some policy suggestions on the arrangement of agricultural products market opening for China to participate in other FTA negotiations in the future.
