集群环境下第三方物流企业服务能力的评价及提升策略

【摘要】：产业集群凭借国内各种优惠政策、廉价劳动力和初级资源打造低成本优势参与市场竞争,迅速发展成区域经济的重要支撑。随着经济的全球化和信息技术的到来,经济发展进入高成本时代,产业集群的传统优势面临着极大的挑战。而第三方物流由于大大降低了集群内企业的物流成本并提高其竞争力逐渐吸引着集群内企业。集群内企业开始把企业物流业务外包给第三方物流公司,专注核心业务,提高企业核心竞争力和降低物流成本。因此,研究集群内第三方物流企业服务能力的评价及第三方物流企业的选择、物流服务能力的提升具有重要的现实意义。本文研究了集群环境下第三方物流企业服务能力的评价及提升策略。在总结学者关于物流服务能力研究的基础上,分析影响集群环境下第三方物流服务能力的影响因素,结合产业集群的特点建立了适用于产业集群内第三方物流企业服务能力的评价体系。考虑到指标体系中有定量和对定性指标,采用熵权法确定指标的权重,建立了基于熵权Topsis法的第三方物流企业服务能力评价模型；为了验证模型的有效性,选取临颍县食品产业集群为例,设计调查问卷,进行调查,总结该集群的物流发展现状并分析其物流能力。在集群内选取三个物流公司进行验证,说明该评价指标体系及评价算法的应用；最后,分析了制约集群内第三方物流企业服务能力发展的因素,同时提出了促进集群内第三方物流企业服务能力提升的策略。集群环境下第三方物流服务能力的评价及提升策略的研究,对物流企业和集群内企业及产业集群的发展具有重要的意义。一方面集群内企业可以选择适合自己的第三方物流企业,降低企业在物流方面的成本,从而提高竞争力；另一方面,物流企业可以找出发展中的瓶颈,进而改善其服务。提高服务能力,降低集群物流成本,增加集群竞争力。
[Abstract]:Industrial clusters, with various preferential policies at home, cheap labor and primary resources to create low-cost advantages to participate in market competition, rapidly developed into an important support of regional economy. With the globalization of economy and the arrival of information technology, economic development has entered a high cost era, and the traditional advantages of industrial clusters are facing great challenges. Third party logistics (TPL) attracts enterprises in cluster because of reducing logistics cost and improving their competitiveness. Enterprises in the cluster begin to outsource logistics business to third-party logistics companies, focus on core business, improve the core competitiveness of enterprises and reduce logistics costs. Therefore, it is of great practical significance to study the evaluation of the service capability of the third party logistics enterprises and the choice of the third party logistics enterprises. This paper studies the evaluation and promotion strategy of the service ability of the third party logistics enterprises in the cluster environment. On the basis of summarizing scholars' research on logistics service ability, this paper analyzes the influencing factors of third party logistics service ability under cluster environment. According to the characteristics of industrial clusters, an evaluation system for the service ability of third party logistics enterprises in industrial clusters is established. Considering the quantitative and qualitative indexes in the index system, the evaluation model of service capability of third-party logistics enterprises based on entropy weight Topsis method is established by using entropy weight method to determine the weight of the index. In order to verify the validity of the model, the food industry cluster in Linying County was selected as an example, the questionnaire was designed, the current situation of logistics development of the cluster was summarized and its logistics capability was analyzed. Three logistics companies are selected in the cluster to verify the evaluation index system and the application of evaluation algorithm. Finally, the paper analyzes the factors that restrict the development of the service ability of the third party logistics enterprises in the cluster, and puts forward the strategies to promote the service ability of the third party logistics enterprises in the cluster. The research on the evaluation and promotion strategy of the third party logistics service ability under the cluster environment is of great significance to the development of logistics enterprises and industrial clusters within the cluster. On the one hand, enterprises in the cluster can choose their own third-party logistics enterprises to reduce the cost of logistics, thereby improving their competitiveness; on the other hand, logistics enterprises can find out the bottleneck in development, and then improve their services. Improve service ability, reduce the cost of cluster logistics, and increase the competitiveness of cluster.
