大连市海外人才引进研究
[Abstract]:In recent years, the introduction of overseas talents has gradually become a key issue that governments at all levels pay attention to, especially the introduction of overseas talents by local governments will affect the overall economic development of the city. The basic starting point and foothold of talent work is to serve for scientific development. Therefore, the purpose of local governments at all levels in formulating and implementing overseas talent policies is to serve and promote regional scientific development. Based on the analysis of the relevant policies of overseas talents' introduction in Dalian in recent years and the empirical data of overseas talent satisfaction survey, this paper analyzes the results of policy analysis and empirical survey data. Scientific put forward the current Dalian City overseas talent introduction work existing deficiencies and the causes of these deficiencies. The main manifestations are that the quality and level of overseas talent introduction is low, the age structure of overseas talent is not balanced, the distribution of overseas talent industry is unreasonable, the channel of overseas talent introduction is single, and the communication channel of overseas talent introduction is not smooth and so on. This paper analyzes the causes of these problems: regional economic positioning is not accurate, supporting policies need to be optimized, lack of overseas talent introduction policy evaluation system, lack of foreign talent introduction theory learning. This paper tries to study the international and domestic advanced talent theory through consulting the literature, classical overseas talent introduction experience, compared with the current Dalian City overseas talent introduction work, put forward practical and feasible countermeasures and suggestions. Attracting overseas talents to work and start a business in China has a great impact on the improvement of local government's scientific and technological level, the breakthrough of management level, the improvement of innovation ability, the transformation of economic industrial structure and the sustainable development of local economy. The introduction of overseas talents has become an indispensable and important means of powerful country strategy.
