天津东疆自由贸易港区发展建设研究

【摘要】:滨海新区经过多年的发展在2005年开始被写入“十一五”规划并纳入国家发展战略,成为国家重点支持开发开放的国家级新区。在《国务院关于天津滨海新区综合配套改革试验总体方案的批复》中指出要以建设东疆保税港区为重点,加快建设北方国际航运中心和国际物流中心,推进国际化市场体系建设,条件成熟时进行建立自由贸易港区的改革探索。天津东疆保税港区在国家各个部委以及天津市政府的重点关心和大力扶持下,取得了一系列可喜的成果,也创新了诸多保税港区的发展模式。2013年12月,国务院定位天津建立中国首个综合改革创新区,享受并超过上海自贸区政策,面积扩至整个滨海新区。因此,在上述有利条件的推动下,以东疆保税港区为载体,积极建设东疆自由贸易港区的研究就显得至关重要。 本文的选题就是基于建设东疆自由贸易港区的大背景下,提出建设东疆自由贸易港区的必要性,讨论了东疆自由贸易港区的功能定位和运行机制,并提出了相应的具体措施建议,具有较强的时代性和实践意义。本文采取的是一种在逻辑上逐步深入的论述方式。文章的基本脉络是:首先阐述了自由贸易港区的基本概念和特点,讲述了自由贸易港区的发展历史,并介绍了国际主要自由贸易港区的发展现状以及它们的功能定位及发展模式;其次,提到了我国自由贸易区的发展现状,在介绍我国自由贸易港区雏形发展的基础上,重点讲述了天津东疆保税港区的发展现状,然后对上海自由贸易试验区的发展现状进行了介绍,并讨论了上海自由贸易试验区的功能定位和运行机制。接着对发展建设东疆自由贸易港区的必要性进行了详细的分析,同时从内部和外部两个方面对发展建设自由贸易港区的所处环境进行具体的分析;再次,从功能定位和运行机制入手,探讨了东疆自由贸易港区的功能定位和运行机制,确定了航运、进口商品基地、租赁、金融四大主要功能,并从优化口岸服务环境、打造专业服务平台、变革行政管理制度和完善开发建设机制四个方面进行了东疆自由贸易港区运行机制的探讨;进而提出建设东疆自由贸易港区的三大对策和建议,最后对本文的研究成果进行了总结,并对下一步的研究方向予以展望。 通过本文的研究认为,积极发展建设东疆自由贸易港区具有独特的优势以及重大的发展意义,它更有助于实现国家对于天津市、滨海新区的功能定位,发挥其以点带面的区域经济效应,积极推动滨海新区作为北方国际航运中心和国际物流中心的建设工作。
[Abstract]:Binhai New area has been written into the 11th Five-Year Plan and incorporated into the national development strategy after many years of development in 2005. In the State Council's approval of the overall plan for comprehensive supporting reform tests in Tianjin Binhai New area, it was pointed out that the construction of the northern international shipping center and the international logistics center should be accelerated with the construction of the East Xinjiang bonded Port area as the focus. Promote the construction of international market system and explore the reform of establishing free trade port area when conditions are ripe. The Dongjiang bonded Port District of Tianjin has achieved a series of gratifying results and innovated the development model of many bonded port areas with the key concern and strong support of various ministries and departments and the Tianjin Municipal Government. In December 2013, The State Council has established Tianjin as China's first comprehensive reform and innovation zone, enjoying and surpassing the Shanghai Free Trade Zone policy, and expanding its area to the entire Binhai New area. Therefore, under the above favorable conditions, it is very important to study the construction of the East Xinjiang Free Trade Port with the East Xinjiang bonded Port area as the carrier. Based on the background of the construction of the East Xinjiang Free Trade Port, this paper puts forward the necessity of the construction of the East Xinjiang Free Trade Port, and discusses the function orientation and operation mechanism of the East Xinjiang Free Trade Port. And put forward the corresponding concrete measure suggestion, has the strong times and the practice significance. This article adopts a kind of logic step by step thorough discussion way. The basic context of the article is as follows: firstly, the basic concepts and characteristics of the free trade port area are expounded, and the history of the free trade port area is described. It also introduces the current situation of the development of the main international free trade ports and their function orientation and development mode. Secondly, it mentions the current situation of the development of China's free trade zone. On the basis of introducing the embryonic development of our free trade port area, it focuses on the development situation of Tianjin Dongjiang bonded port area. Then the present situation of Shanghai Free Trade Test Zone is introduced, and the function orientation and operation mechanism of Shanghai Free Trade Test Zone are discussed. Secondly, the necessity of developing and constructing the East Xinjiang Free Trade Port area is analyzed in detail. At the same time, the environment of the development and construction of the Free Trade Port area is analyzed concretely from the internal and external aspects. Thirdly, starting with the function orientation and operation mechanism, this paper probes into the function orientation and operation mechanism of the East Xinjiang Free Trade Port, determines the four main functions of shipping, import commodity base, lease and finance, and optimizes the port service environment. The paper discusses the operation mechanism of East Xinjiang Free Trade Port in four aspects: creating professional service platform, reforming administrative management system and perfecting development and construction mechanism; Then three countermeasures and suggestions for the construction of East Xinjiang Free Trade Port are put forward. Finally, the research results of this paper are summarized, and the future research direction is prospected. Through the research of this paper, it is believed that the active development of the East Xinjiang Free Trade Port area has unique advantages and significant development significance, and it is more helpful to realize the function orientation of the state for Tianjin and Binhai New area. Bring into play its regional economic effect and actively promote the construction of Binhai New area as a northern international shipping center and an international logistics center.
