南昌市低碳经济评价与策略研究

【摘要】：随着人们对各种极端气候的认识，“低碳经济”的概念受到发达国家及发展中国家的追捧。2014年伊始，中国中东部大部分地区都出现了灰霾，灰霾影响面积约为143万平方公里，，约占国土面积的15%，给各地民众的工作和生活造成了巨大影响。因此，越来越多的组织和个人都意识到只有发展低碳经济才能实现经济和社会的可持续发展。南昌从上世纪80年代开始实施“山江湖”工程，到“要金山银山，更要绿水青山”观念的提出，再到“生态立市、生态强市”理念的实施，一直到“鄱阳湖生态经济区战略”的推进，有力推进了南昌低碳经济的发展。南昌市作为江西省的省会城市，面对全球低碳经济发展浪潮的机遇与挑战，依靠自身良好的生态环境优势和工业化水平的现存程度低的后发优势，加快发展低碳经济，走出了一条具有竞争力的低碳崛起之路。本论文依据目的性、系统性、可比性、科学性和弹性原则，从资源、技术、生活、经济四个方面构建了南昌低碳经济发展水平评价指标体系，该体系包含1个一级指标、4个二级指标和20个三级指标。并运用德尔菲法、层次分析法和yaahp软件获得评价指标权重，测算出南昌市低碳经济发展综合评价指数，据此判断南昌市的低碳经济发展水平。计算结果表明南昌市的低碳经济水平近10年来得到了较大的提升，综合评价指数从2003年的0.1583提升到2012年的0.7565，从超高碳经济类型降低到了中高碳经济类型。但是南昌市的低碳经济水平总体水平仍然偏低，南昌市2003—2006年的综合评价指数值都在0.42以下，属于超高碳经济类型；2007—2010年属于高碳经济类型，2011—2012年属于中高碳经济类型。在此基础上，作线性回归分析，测算出南昌市将于2018年正式迈入低碳经济类型的行列。为促进南昌市低碳经济发展，文章在分析南昌市低碳经济发展过程中取得的成绩及存在的主要问题的基础上，从调整产业结构、发展低碳技术、优化能源结构、倡导低碳生活模式等方面提出加快低碳经济发展的对策及建议，为政府决策者制定更科学的低碳经济政策提供依据，为南昌市低碳经济的建设提供参考和借鉴。
[Abstract]:With the understanding of all kinds of extreme weather, the concept of "low-carbon economy" by developed countries and developing countries sought to.2014 at the beginning of the year, Chinese in much of eastern areas have emerged haze, haze impact area of about 1 million 430 thousand square kilometers, accounting for about 15% of the land area, causing a great impact to people's life and work around therefore, more and more organizations and individuals are aware that only the development of low carbon economy in order to achieve the sustainable development of economy and society. Nanchang began to implement the "mountain lakes" project from the last century in 80s, to the "Gold Mountain Yinshan, to make beautiful scenery" concept, and then to the "eco Li City, the implementation of ecological city" concept, to the "strategy" to promote the Poyang Lake Ecological Economic Zone, effectively promote the development of low carbon economy in Nanchang. Nanchang is the capital city of Jiangxi Province, the face of global low carbon The opportunities and challenges of the wave of economic development rely on their favorable ecological environment advantages and the low level of industrialization, which accelerate the development of low carbon economy and go out of a competitive low-carbon rising road.
This paper on the basis of objective, systematic, comparability, scientific and flexible principle, from the resources, technology, four aspects of economic life, constructs the evaluation index system of low carbon economy development level in Nanchang, the system includes 1 first grade indexes, 4 level two indexes and 20 level three indexes. Using Delphi method, AHP and Yaahp software to obtain the weights of the evaluation indexes, calculates the comprehensive evaluation index of low carbon economy development of Nanchang City, the development level of Nanchang city's low carbon economy. The calculation results show that the level of low carbon economy in Nanchang city has been greatly improved in the past 10 years, the comprehensive evaluation index increased from 0.1583 in 2003 to 0.7565 in 2012, down from high carbon economy to type in high carbon economy. But the overall level of low carbon economy level of Nanchang city is still low, the comprehensive evaluation of Nanchang city from 2003 to 2006, the index values are below 0.42, Belong to the ultra high carbon economy type; from 2007 to 2010, belongs to the high carbon economy type, from 2011 to 2012, belongs to the high carbon economy. On this basis, for the linear regression analysis, forecast of Nanchang city in 2018 officially entered the ranks of the low carbon economy type. In order to promote Nanchang City low-carbon economic development, this paper made in the analysis of Nanchang city in the process of low-carbon economic development achievements and the main problems on from the adjustment of industrial structure, the development of low carbon technology, optimizing energy structure, puts forward some countermeasures and suggestions to accelerate the development of low carbon economy advocate low carbon life mode, provide the basis for government decision makers to develop low carbon economy policy scientific, and provide the reference for the construction of a low carbon economy in Nanchang.
