京津冀区域产业一体化现状及对策研究

【摘要】：“十二五”规划中京津冀一体化发展已成为国家发展战略的重点,但京津冀地区的城市、产业和人口分布失衡,地区间缺乏紧密的产业关联,城市群发育不良,已成为阻碍京津冀一体化发展的突出问题。虽然京津冀三地的区域一体化进程正在不断加快,但是其产业的纵向一体化和横向一体化均不尽如人意,因此,加强地区间产业关联、链接与整合的研究十分必要。研究京津冀三地当前的产业发展现状,探索其区位优势、产业分工指数与合作潜力及综合发展中存在的一些问题并提出相应对策,不仅有利于改变多年来北京对周边城市的反向空吸效应,实现区域均衡发展,还有利于区域内的重化工业、轻工业和服务业等多元产业发展的一体化,提升区域整体竞争力,使京津冀在全国乃至国际的产业链中占据高端,为未来三地成为世界上最大的首位城市打下良好的基础。本文首先基于目前国内学者对产业一体化内涵及特征的比较分析,归纳出区域分工理论应该成为产业一体化的理论指导,同时系统梳理了最早的分工理论及其发展演变的相关派生理论。本文随后通过多个角度的分析,总结出国内外典型都市圈的产业一体化模式,包括东京、纽约大都市圈以及珠三角、长三角经济圈。接着,以京津冀两市一省为研究对象,根据三地自2000年至2012年的相关数据,利用产业结构相似系数,从纵向发展和横向比对两个维度分析三地产业结构。在此基础上,综合采用区域分工指数、区位熵以及产品差异系数,将工业划分为重化工业和轻工业进行深度的现状分析。最后,本文引入产业联系度测度三地重化工业和轻工业的合作潜力,并将所测得结果与论文中优势产业集聚和转移的分析相结合,提出适应京津冀产业现状与问题的发展对策。

Based on the current domestic scholars on the integration of the connotation and characteristics of comparative analysis, summarized the theory of regional division of labor should be the theory of industrial integration, and combing the theory of labor theory derived the earliest development and evolution. Then, through the analysis of multiple perspectives, summarizes the industrial integration mode at home and abroad typical city circle including Tokyo, New York metropolitan area and the Pearl River Delta, Yangtze River Delta economic circle.
