【摘要】：在全球气候变暖的大背景下,节能减排已经被放在了一个重要的位置上,国内外都在积极推进低碳经济发展,即一种以低污染、低排放、低能耗为基础、以提高能源使用效率为目的的经济发展模式。作为经济发展模式的一种创新,发展低碳经济可以减少化石能源消耗以及控制温室气体排放,进而能解决能源危机,改善气候环境。如何能快速有效的实现低碳经济发展,成为了学术界和理论界共同关心的一个问题。发展低碳经济是促进我国经济可持续发展的一个重要途径,中国由国家层面到各个省、市地区都在积极开展行动推行低碳发展战略。在国家“十二五”规划中,单位GDP的碳排放量俨然是一项具有重要意义的约束性指标,国务院常务会议已将如何应对环境气候变化纳入到国民经济发展和社会发展规划中去,适应环境气候变化以及减少温室气体排放也成为了各级政府部门制定和实施中长期发展战略的其中一个重要导向。作为西南地区的经济大省及人口大省,四川省如何在保持经济增长的同时有效降低能源消耗及控制碳排放量,这对于转变四川省经济发展模式、协调社会发展与资源短缺、控制环境污染以及促进节能减排都具有特别的意义。本文以四川省为研究对象,在探讨低碳经济相关概念内涵和理论的基础上,首先围绕四川省低碳经济发展面临的经济、能源、碳排放等重大问题,对四川省目前的低碳经济发展状况进行了一个初步分析。然后结合研究成果,构建低碳经济发展评价体系,运用因子分析方法对四川省2003—2012年的低碳经济发展水平做出了综合评价。最后根据上述分析发现影响四川省低碳经济发展的因素,有针对性地提出了加快四川省低碳城市建设、促进四川省经济健康快速发展的对策建议,包括以下五条：1.转变经济增长方式,转粗放为集约；2.优化产业内部结构,调整产业政策；3.调整能源消费结构,提高能源效率；4.推进低碳科技投入,加强技术创新；5.培育低碳节能意识,倡导绿色生活。
[Abstract]:In the background of global warming, energy saving and emission reduction have been put in an important position, both at home and abroad to actively promote the development of low-carbon economy, which is a kind of low pollution, low emission, low energy consumption as the basis, in order to improve the efficiency of energy use for economic development mode as a purpose. The innovation of economic development mode, the development of low carbon economy can reduce the consumption of fossil energy and greenhouse gas emissions, which can solve the energy crisis, improving the climate and environment. How to achieve rapid and efficient development of low carbon economy, has become a problem of common concern in the academic community. The development of low carbon economy is a an important way to promote the sustainable development of China's economy, China from the national level to each province, city regions are actively carry out action to implement low-carbon development strategy. As the guide southwest economic province and populous province, Sichuan province how to maintain economic growth and reduce the energy consumption and carbon emissions, the transformation of the economic development of Sichuan Province, the coordination of social development and the shortage of resources, environmental pollution control and promote energy saving and emission reduction is of particular significance.
This paper takes Sichuan Province as the research object, based on discussing the connotation and theory related to the concept of low-carbon economy, the first around the face of low carbon economy development of Sichuan province's economy, energy, major issues of carbon emissions in Sichuan Province, the current low carbon economic development status were analyzed. Then combined with the initial step of a research construction of the evaluation system, the development of low-carbon economy, make a comprehensive evaluation using the method of factor analysis in Sichuan province from 2003 to 2012, the development level of low-carbon economy. Finally, to find the factors affecting the development of low carbon economy in Sichuan province according to the above analysis, put forward to accelerate the construction of low carbon city in Sichuan Province, countermeasures and suggestions to promote the rapid development of Sichuan province's economic health, including the following five: 1. to change the mode of economic growth, extensive to intensive; the internal structure of the 2. industry optimization, adjustment of industrial policy; 3. energy consumption structure adjustment, provided High energy efficiency; 4. promote low carbon science and technology investment, strengthen technological innovation; 5. cultivate low carbon energy saving consciousness, advocate green life.
