【摘要】：产业体系主要是指国民经济中三次产业的构成，现代产业体系是指在国民经济中，，第三产业的比重相对较高，而第一产业和第二产业所占比重相对较低的产业构成结构，是经济效益高，环境污染少的产业体系。黑龙江省目前的产业体系构成中，第一产业和第二产业所占比重高，第三产业发育不全，产业的发展对于能源的依赖性高，资源和环境问题突出，企业缺乏核心技术，产品的市场竞争力不强，因此，构建现代产业体系已经成为黑龙江省经济建设的重要内容。每个地区都有自己独特的地理位置、资源禀赋、发展历史、人文环境，在构建现代产业体系时要充分考虑到自身的有利条件和不利因素，所以黑龙江省在建设现代产业体系的过程中，要从自身的实际情况出发，构建适合本省省情的现代产业体系。本文首先阐述了现代产业体系的内涵及特征，概括地分析了在新形势下构建现代产业体系的重要意义，从自然、人口、社会、科技等方面分析了现代产业体系形成和发展的要素条件。其次，本文从黑龙江省产业体系演变的历史出发，详细论述了黑龙江省目前三次产业的现状，进而得出了黑龙江省产业体系中存在的主要问题。最后，通过对不同国家和地区在构建现代产业体系过程中的经验总结，在黑龙江省省情的基础之上，提出了黑龙江省在构建现代产业体系时要遵循的基本思路以及可供选择的具体路径。本文的主要结论是，黑龙江省在发展现代产业体系时要面临第二产业尤其是重工业比重过高，服务业比重过低的现实，且省内各企业的技术研发水平较低，核心技术占有率不高的情况突出。为此，黑龙江省构建现代产业体系的主要思路为，在原有的农业基础之上继续发展现代农业，适当降低工业生产比重，提高工业产品的科技含量，大力发展现代服务业，尤其是生产性服务业、金融业和旅游业。不盲目追求三次产业的结构比例关系，而是要在黑龙江省实际情况的基础上构建合理的三次产业结构，形成具有地区特色和竞争能力的现代产业体系。
[Abstract]:The industrial system mainly refers to the composition of the three industries in the national economy. The modern industrial system refers to the relatively high proportion of the tertiary industry in the national economy. The primary and secondary industries account for a relatively low proportion of the industrial structure, is a high economic efficiency, less environmental pollution of the industrial system. Heilongjiang Province, the current industrial system composition. The primary and secondary industries account for a high proportion, the tertiary industry is not fully developed, the development of industry is highly dependent on energy, resources and environmental problems are prominent, enterprises lack of core technology, the market competitiveness of products is not strong. Therefore, the construction of modern industrial system has become an important content of economic construction in Heilongjiang Province. Each region has its own unique geographical location, resource endowment, development history, human environment. In the construction of modern industrial system, we should fully consider its own favorable conditions and unfavorable factors, so in the process of constructing modern industrial system in Heilongjiang Province, we should proceed from its own actual situation. Construct the modern industrial system that suits the situation of this province. This paper first expounds the connotation and characteristics of modern industrial system, and analyzes the significance of constructing modern industrial system in the new situation, from nature, population, society. Science and technology analysis of the formation and development of the modern industrial system elements. Secondly, this article from the evolution of Heilongjiang Province's industrial system history, detailed discussion of Heilongjiang Province's current situation of the three industries. Finally, through the experience of different countries and regions in the process of constructing modern industrial system, on the basis of Heilongjiang Province situation. This paper puts forward the basic thinking and the specific path to be chosen when constructing the modern industrial system in Heilongjiang Province. The main conclusion of this paper is that Heilongjiang is faced with the reality that secondary industry, especially heavy industry, is too high, and service industry is too low when developing modern industrial system, and the technological R & D level of enterprises in Heilongjiang Province is low. Therefore, the main idea of constructing modern industrial system in Heilongjiang Province is to continue to develop modern agriculture on the basis of the original agriculture and to reduce the proportion of industrial production appropriately. We should improve the scientific and technological content of industrial products, vigorously develop modern services, especially producer services, finance and tourism, and not blindly pursue the structural proportional relationship of three industries. On the basis of the actual situation in Heilongjiang Province, we should construct a reasonable tertiary industrial structure and form a modern industrial system with regional characteristics and competitive power.
