长吉图视域下吉林市产业结构的现状与思考

【摘要】：十八大报告指出：“优化产业结构是加快转变经济发展方式的重要任务。”现阶段,产业结构调整问题已成为各地区乃至全国经济发展的影响因素之一,如何实现产业结构优化是经济社会发展中的重要课题。作为一座以工业为支柱产业的老工业城市,重工业的发展为吉林市经济做出了杰出贡献。伴随着经济发展的同时,以重工业为主的单一的产业结构却为这座工业城市的产业结构升级带来了诸多问题。本文立足于长吉图开发开放先导区这一视域下,重点研究吉林市产业结构的发展现状,为早日实现长吉图区域经济一体化的目标,而寻求一条适合吉林市产业结构优化升级的路径。本文从产业结构的一般理论出发,明确产业结构及相关理论的基本概念、形成及发展情况,进一步阐述马克思关于产业结构理论的相关论述,并梳理了中国建国以来产业政策发展概况。通过实证数据分析,介绍了吉林市近年来经济发展状况、三次产业构成比例以及各产业就业构成比例,以此来归纳和总结吉林市产业结构的现状及特点。本文也指出了吉林市产业结构在发展中存在的问题,如：工业结构重型化严重、传统优势产业优化升级缓慢、高耗能产业诱发环境污染、生产性服务业发展滞后、城乡产业发展不平衡、自主创新能力低下及体制性问题仍待解决等问题。针对吉林市产业结构升级中存在的问题,本文从以人为本、科学发展的角度提出对策建议。以科学发展观为指导,提出了产业结构优化升级的具体途径：一是借助本地区资源优势,提高农业及农产品加工业发展水平；二是做强石化、汽车、冶金等支柱产业,建立新型产业基地；三是大力发展和扶持第三产业；四是加强自主创新能力,提高产业发展核心竞争力；五是发挥高校服务地方经济的作用,实现人才技术与经济利益双赢。以此真正实现吉林经济的持续、快速、健康发展,将吉林市建设成为长吉图开发开放先导区的核心城市。
[Abstract]:The eighteen report pointed out: "the optimization of industrial structure is an important task to accelerate the transformation of the mode of economic development. At this stage, the adjustment of industrial structure has become one of the factors influencing the regional and national economic development, how to realize the optimization of the industrial structure is an important issue in the economic and social development. As a pillar industry for the old the industrial city, the development of heavy industry has made outstanding contribution to the economy of Jilin city. With the development of economy at the same time, a single industrial structure dominated by heavy industry is the industrial structure of this industrial city to upgrade many problems. This paper is based on the Changjitu this perspective, the current situation of the development of the industrial structure of Jilin city the focus of the study for the early realization of Changjitu regional economic integration, and to seek a suitable upgrade path of industrial structure optimization in Jilin city.
This paper starts from the general theory of industrial structure, defining the basic concept of the industrial structure and the related theory, the formation and development of the situation, further elaborated on Marx on the theory of industrial structure, and analyzes the general situation of the development of industrial policy China since the founding of new China. Through the empirical analysis, the economic development of Jilin city in recent years, the three industry the proportion and the proportion of industrial employment, in order to sum up the status and characteristics of industrial structure in Jilin city. This paper also pointed out that the existing industrial structure of Jilin city in the development of the problem, such as: heavy industrial structure optimization and upgrading of traditional industries, slow, high energy consuming industries caused by environmental pollution, the development of producer service industry lags behind, the urban and rural industrial development is not balanced, the problem of independent innovation ability is low and the system remains to be solved.
For the upgrading of the industrial structure in Jilin City, this paper puts forward some countermeasures and suggestions from the people-oriented, scientific development view. To Scientific Outlook on Development as a guide, puts forward some concrete ways to optimize and upgrade the industrial structure: one is using the resource advantage in this area, to improve agriculture and agricultural product processing industry development level; two is a strong chemical, automobile, metallurgy as the pillar industry, the establishment of a new industrial base; the three is to develop and support the third industry; the four is to strengthen the capability of independent innovation, enhance the core competitiveness of industrial development; five is to play the role of the service to the local economy, realize the talents of technology and economy. In order to realize the win-win benefits of Jilin economy sustained, rapid and healthy development, will the building of Jilin city as the central city of Changjitu.
