【摘要】：根据我国《服务业发展“十二五”规划》提出内容，加快发展服务业是我国适应经济快速发展的重要途径，是实现我国产业结构优化升级目标的重要准备。随着我国经济的飞速发展和社会进步，服务业发展水平日益成为支持经济发展的重要元素，成为量化产业结构升级的主要指标。“十一五”时期，，我国服务业发展速度比较快，经济增长比较明显。服务业的发展对产业结构的优化升级的推动作用比较突出，支撑着我国经济社会的发展，拉动经济需求的提高。河北省服务业发展现状在全国中的位次，河北省服务业对产业结构优化升级的推动力度成为研究我省服务业发展的关键问题。本文从服务业和产业结构的内涵入手，通过评价河北省服务业的竞争力水平和服务业内部各行业的竞争力水平来分析河北省服务业是否推动产业结构优化升级，这对于能否调整河北省经济结构、能否提高河北省经济发展水平具有重要意义。本文主要从以下几个方面进行分析：（1）从服务业内涵、产业结构内涵以及服务业与产业结构的关系入手，分析了服务业和产业结构之间存在的关系，并给予充分地理论证明，为后续的实证研究提供了必要的理论准备，探讨了服务业和现代服务业的内涵，明确界定了服务业和现代服务业的范围，对后续提出的发展服务业推动产业结构升级的解决方案提供了依据。（2）采用熵值法对全国各省市服务业竞争力进行评价，计算出各省市在规模竞争力、结构竞争力和潜力竞争力的排名以及综合排名。重点分析了河北省服务业竞争力水平，并与服务业发展水平高的省市进行对比分析，得出影响河北省服务业综合发展的敏感因子。（3）以全国平均发展水平作为实证研究的参照区，运用静态SSA和动态SSA相结合的研究方法，采用定性和定量分析方法对2006年至2012年河北省服务业的增加值结构、河北省服务业就业结构和河北省服务业投资结构进行了对比分析。得出服务业内部各行业增加值结构、就业结构和投资结构存在的问题。以传统服务业、新兴服务业和现代服务业为研究主体，对比分析了各个对象的发展。（4）综合以上的理论研究和实证分析，得出河北省服务业发展对产业结构升级缺乏推动作用，并运用相关数据对其进行验证和分析，最后与河北省服务业发展的现状和所处阶段相结合，提出了依托现代信息技术发展河北省服务业，推动产业结构优化升级的对策建议，并提出了具体的解决方案。
[Abstract]:According to the 12th Five-Year Plan for the Development of China's Service Industry, accelerating the development of the service industry is an important way for our country to adapt to the rapid economic development. With the rapid development of economy and social progress, the development level of service industry has become an important element to support economic development. It has become the main index to quantify the upgrading of industrial structure. During the "Eleventh Five-Year Plan" period, the service industry of our country has developed rapidly. The development of service industry plays an important role in promoting the optimization and upgrading of industrial structure, which supports the development of our country's economy and society and stimulates the improvement of economic demand. Hebei Province service industry development status in the national ranking. The promotion of service industry to the optimization and upgrading of industrial structure in Hebei Province has become a key issue in the study of the development of service industry in Hebei Province. This paper starts with the connotation of service industry and industrial structure. By evaluating the competitiveness level of service industry in Hebei Province and the competitiveness level of various industries within the service industry, this paper analyzes whether the service industry in Hebei Province promotes the optimization and upgrading of industrial structure, which can adjust the economic structure of Hebei Province. It is of great significance to improve the level of economic development in Hebei Province. 1) starting with the connotation of service industry, the connotation of industrial structure and the relationship between service industry and industrial structure, this paper analyzes the relationship between service industry and industrial structure, and gives sufficient theoretical proof. It provides necessary theoretical preparation for the subsequent empirical research, discusses the connotation of service industry and modern service industry, and clearly defines the scope of service industry and modern service industry. It provides the basis for the following solutions to promote the upgrading of industrial structure in the development of service industry. 2) using entropy value method to evaluate the competitiveness of service industry of provinces and cities in China, and calculate the competitiveness of each province and city in scale. Ranking and comprehensive ranking of structural competitiveness and potential competitiveness. This paper focuses on the level of service industry competitiveness in Hebei Province, and compares it with provinces and cities with a high level of service industry development. The sensitive factors influencing the comprehensive development of service industry in Hebei Province are obtained. (3) taking the national average development level as the reference area of the empirical research, the research method of combining static SSA and dynamic SSA is used. The value added structure of service industry in Hebei Province from 2006 to 2012 was analyzed by qualitative and quantitative methods. The employment structure of service industry in Hebei Province and the investment structure of service industry in Hebei Province are compared and analyzed. The problems in the structure of added value, employment structure and investment structure of various industries in the service industry are obtained. New service industry and modern service industry are the main research subjects, and the development of each object is compared and analyzed. 4) synthesizing the above theoretical research and empirical analysis, the author draws a conclusion that the development of service industry in Hebei Province lacks the promotion effect on the upgrading of industrial structure, and uses relevant data to verify and analyze it. Finally, combining with the current situation and stage of service industry development in Hebei Province, this paper puts forward countermeasures and suggestions to promote the optimization and upgrading of industrial structure by relying on modern information technology to develop service industry in Hebei Province. And put forward the concrete solution.
