【摘要】：本论文的主要目的是为研究中国"一带一路"倡议下的蒙古国机遇。为了达到目的,通过梳理与"一带一路"倡议相关的理论、各方面的资料及相关国际之间的公开文件,笔者首先分析了"一带一路"的提出与其主要内容,其次分析了蒙古国对本倡议的认知,最后分析了蒙古国的机遇。"一带一路"是在国际关系上引起很大重视的一项倡议,目前世界各国学者们已经对"一带一路"的各个方面进行了研究。本论文希望在"一带一路"的背景下,为中国和蒙古国的研究提供一个新的研究视角。蒙古国北方的邻国俄罗斯拥有全世界最大的领土,是在走向复兴的国家。而南方的邻国中国是拥有世界最多人口、经济飞跃性发展的国家。蒙古国是在世界上比较独一无二的特殊地缘政治地位,在每个层面都受到中国和俄罗斯两国邻国的影响。契合"丝绸之路经济带"的机遇、促进三方互利共赢合作,也是三国的共同利益。2014年9月11日,中国国家主席习近平、蒙古国总统额勒贝格道尔吉、俄罗斯总统普京于塔吉克斯坦首都杜尚别举行三国元首会晤期间三国元首商定了进一步发展相互睦邻友好关系,并同意了今后将根据需要继续举行三国元首会晤。2015年7月9日在俄罗斯的乌法举行中蒙俄元首的第二次会晤,在此期间,三国元首决定将中国丝绸之路经济带同俄罗斯跨欧亚大铁路、蒙古国草原之路进行对接,将经济合作作为三国合作的优先和重点领域,打造"中蒙俄经济走廊",并批准了"中蒙俄发展三方合作中期路线图"。2016年6月23至24日三国元首在乌兹别克斯坦塔什干见证了《建设中蒙俄经济走廊规划纲要》等合作文件的签署。本论文主要是在三国元首三次会晤的结果《建设中蒙俄经济走廊规划纲要》的基础上,分析了蒙古国在"一带一路"背景下的各个方面的机遇。目前蒙古能参与"中蒙俄经济走廊"的主要方向是铁路和公路。如果蒙古国能把握机会,蒙古国也有在航路、能源、工业、贸易、旅游等很多方面能参与本项目的机遇。
[Abstract]:The main purpose of this thesis is to study the opportunities of Mongolia under the Belt and Road initiative of China. In order to achieve its goal, the thesis combs the theories related to Belt and Road initiative. First of all, the author analyzes the "Belt and Road" and its main content, and then analyzes Mongolia's cognition of this initiative. Finally, the opportunity of Mongolia is analyzed. "Belt and Road" is an initiative that attracts great attention in international relations. At present, scholars all over the world have studied various aspects of "Belt and Road". This paper hopes to be in the context of "Belt and Road". Provide a new perspective for research in China and Mongolia. Mongolia's northern neighbour Russia has the largest territory in the world. China is the country with the largest population and rapid economic development in the world. Mongolia is a unique geopolitical position in the world. It is also the common interest of the three countries to agree with the opportunity of "Silk Road Economic Belt" and to promote mutually beneficial and win-win cooperation between the three countries at every level. Chinese President Xi Jinping, Mongolian President Elbegdorj. During the meeting of the three heads of state in Dushanbe, the capital of Tajikistan, Russian President Vladimir Putin agreed to further develop good-neighborly relations between the three countries. And agreed to continue to hold meetings of the heads of state of the three countries as necessary in the future. In the meantime, the second meeting of the heads of state of China, Mongolia and Russia will be held in Ufa, Russia, on July 9th 2015. The three heads of state decided to link China's Silk Road Economic Belt with Russia's Trans-Eurasian Railway and Mongolia's grassland Road, making economic cooperation a priority and a key area of cooperation among the three countries. Create a "Sino-Mongolian and Russian economic corridor." It also approved the "Medium-Term Roadmap for the Development of Tripartite Cooperation between China, Mongolia and Russia." From June 23rd 2016 to 24th, the three heads of state witnessed in Tashkent, Uzbekistan, the signing of such cooperation documents as the outline for the Construction of the China-Mongolia-Russia Economic Corridor. This paper is mainly devoted to three meetings of the heads of state of the three countries. On the basis of the "outline of Planning for the Construction of China, Mongolia and Russia's Economic Corridor". This paper analyzes the opportunities of Mongolia in various aspects under the background of "Belt and Road". At present, the main direction of Mongolia's participation in the "Sino-Mongolia-Russian Economic Corridor" is the railway and highway. If Mongolia can seize the opportunity. Mongolia also has opportunities to participate in the project in many areas, such as navigation, energy, industry, trade, tourism, etc.
