异质性公共服务对产业结构升级影响路径与溢出效应研究——基于286个地级市数据的实证分析

【摘要】：本文从水平差异、垂直差异供给视角构建公共服务水平评价指标体系,从高效、高级、绿色、协调四维构建产业结构升级指标体系,测算异质性公共服务与产业结构升级得分,分析异质性公共服务对产业结构升级的影响机制,并进行分位数回归检验。结果发现,在水平差异供给中,经济性公共服务和社会性公共服务显著促进产业结构升级,且经济性公共服务的投资效应在低层次产业结构升级阶段更显著,而社会性公共服务的科技效应则更利于高层次的产业结构阶段升级;在垂直差异供给中,保障性公共服务的城市化效应阻碍产业结构升级,发展性公共服务更利于高层次的产业结构升级;在考虑异质性公共服务空间滞后项的分位数回归中,经济性公共服务和社会性公共服务空间滞后项只在高分位产业结构升级条件下显著为正,保障性公共服务在低分位数中存在正向溢出效应,发展性公共服务则在高分位数中存负向溢出性。
[Abstract]:This article from the level difference, from the perspective of the construction of the vertical difference supply evaluation index system, the level of public services from the advanced, efficient, green, four-dimensional coordination index system construction and upgrading of the industrial structure, upgrade the heterogeneity of public service score calculation and industrial structure and heterogeneity analysis of public service on the influence mechanism of the upgrading of industrial structure, and quantile regression test. The results showed that at the level of difference in the supply of public services, significant economic and social public services to promote the upgrading of industrial structure, investment and economic effect of public services in the low level of industrial structure upgrading is more significant, and the effect of science and technology of the social public service is more conducive to industrial structure upgrade in the stage of high level; the vertical difference in the supply of public services to protect the city effect hinder the upgrading of the industrial structure, the development of public services is more conducive to the upgrading of industrial structure in high level; In consideration of the heterogeneity of public service space lag quantile regression, economic public service and the social public service space lag only in upgrading industrial structure under the condition of high level is significantly positive, there is a positive spillover effect the protection of public services in the low quantile, the development of public services in high digits save the negative spillover.
