【摘要】:随着互联网络快速发展,物流作为国民经济发展的“加速器”,在经济开放发展过程中扮演着越来越重要的角色。物流汇集了大量商流、信息流和资金流,作为经济开放发展的新的复合型“增长点”,逐渐成为衡量一个国家或地区综合实力的重要标志之一。随着“丝绸之路经济带”战略的实施,由于物流能够缩小经济要素跨地域流动的空间间隔和时间间隔,加强不同地域间的时间和空间联系,物流发挥的作用日渐提升,已成为促进外向型经济转型升级的重要途径和媒介。因此,新疆作为我国向西开放的桥头堡,关注和研究新疆物流发展在经济开放发展过程中对经济开放水平提升起到怎样的作用,对提升新疆物流发展水平和促进外向型经济转型发展以及“丝绸之路经济带”核心区建设都具有极为重要的意义。论文以物流发展对经济开放水平提升产生的作用为主线,围绕物流发展对经济开放水平的影响展开研究。首先,本文对物流和经济开放水平的研究含义进行明确,以2001-2015年为研究区间,分别构建物流和经济开放水平评估指标体系,在概括新疆物流以及经济开放水平发展现状基础上进行评价分析,并对新疆在西北五省中的发展情况加以比较。其次,基于熵值法和系统协调理论模型对新疆物流发展与经济开放水平之间的系统协调性做了测度,在“丝绸之路经济带”核心区建设背景下对“十三五”期间二者的协调态势进行相应预测。最后,通过VAR模型的脉冲响应分析和方差分解分析,以及灰色关联分析量化研究了新疆物流发展对经济开放水平的影响。研究结论表明:(1)新疆物流发展对经济开放水平提升起着积极促进作用。货物周转量增长对经济开放水平的影响作用较大,物流产值增加对提升经济开放水平作用次之,而物流基础设施对经济开放水平提升的促进作用相对较弱。(2)新疆物流发展水平不断提升,发展潜力较大,但现阶段仍不足以满足经济开放发展需求。长期以来,新疆物流总体规模不断增长,物流市场需求、发展环境和政策条件均得到不断改善,但受基础设施等相关因素制约,目前还不足以满足经济开放发展求。新疆物流发展水平在西北五省中排第2位,物流市场存在较大发展空间,物流发展潜力大。(3)新疆经济开放水平呈先上升后下降状态,很大程度上决定于贸易依存度,开放型经济结构有待改善。2001-2015年间,新疆经济开放水平的变化趋势与贸易依存度的变化趋势基本一致,呈现先上升后下降状态。在西北五省中,总体经济开放水平在西北五省中处于领先地位,但与全国相比还存在较大差距,且外向型经济发展结构有待进一步优化。(4)新疆物流与经济开放水平呈协调发展状态,但2005-2014年物流发展滞后于经济开放水平,二者协调发展态势仍需进一步优化。2001-2015年期间,新疆物流发展与经济开放不断取得进步的同时呈现出协调发展状态,部分时期物流滞后于经济开放水平发展步伐,一定程度上制约经济开放水平进一步提升。论文最后结合新疆实际情况,提出了研究结论相适应的政策建议,分别是加强物流基础设施建设,完善经济开放发展的物流网络布局;完善物流相关政策机制,提升物流服务经济开放发展软实力;坚持全方位开放发展,促进新疆外向型经济转型升级;紧抓丝路核心区建设机遇,推动新疆物流与外向型经济协同发展。
[Abstract]:With the rapid development of Internet, the national logistics as the "accelerator" of economic development, plays a more and more important role in the development process of economic opening. A large collection of logistics flow, information flow and capital flow, as a new composite open economic development "point of growth", has gradually become one of the important symbol to measure the comprehensive strength a country or region. With the implementation of the "Silk Road Economic Belt" strategy, because of the space interval and time interval of logistics can reduce the flow of economic elements across the region, strengthen ties between different regions of time and space, logistics play a role in increasing, has become an important way to promote the media and export-oriented economic transformation upgrade. Therefore, Xinjiang as China's opening to the west of the bridgehead, attention and Study on Xinjiang logistics development in the process of economic reform and opening to improve the level of the open economy What role in the promotion of Xinjiang logistics development level and promote the development of export-oriented economy transformation and "Silk Road Economic Belt" core area construction has very important significance. In order to improve the level of logistics development of open economy acts as the main line, focus on the research on the impact of logistics on the economic development level of the first opening. In this paper, the meaning of logistics and the level of economic openness is clear, taking 2001-2015 as the study interval, respectively build the logistics and the level of economic openness in the evaluation index system, summarized the Xinjiang logistics and economic analysis and evaluation of development level based on, and to Xinjiang in the five northwestern provinces in the development of second comparison. Model, coordination theory of entropy method and system to measure the system coordination between the level of opening up of Xinjiang logistics development and economy based on the Silk Road Economic Zone core area under the background of the construction of the "13th Five-Year" during the two coordinate situation by the corresponding prediction. Finally, the impulse response analysis and variance decomposition of VAR model analysis, grey correlation analysis and quantitative research of Xinjiang logistics development on the level of economic openness impact. Research findings show that: (1) the logistics development in Xinjiang plays a positive role in promoting the upgrading of the level of economic openness. Freight turnover growth effect on the level of economic openness is larger, the logistics output increased to enhance the level of economic openness and the role of logistics infrastructure on the economic level of opening up the improving effect is relatively weak. (2) the Xinjiang logistics development level rising, development potential great, but at this stage is still not enough to meet the needs of economic development. The open for a long time, the growing scale of Xinjiang logistics, logistics market demand, development environment and policy The conditions are improving, but restricted by the factors such as infrastructure, it is not enough to meet the needs of economic development and opening. Xinjiang logistics development level in the five northwestern provinces ranked second, logistics market has a larger space for development, the logistics development potential. (3) Xinjiang economic level increased after the first drop, great depends on the degree of trade dependence, open economic structure needs to be improved during the period of.2001-2015, the change trend of Xinjiang economic and Trade Openness on the trend of changes in the degree of basically the same, first increased and then decreased. In the five northwest provinces, the overall level of economic openness in the leading position in the northwest five provinces, but compared with the whole country there is a big gap, further optimization and development of export-oriented economy structure. (4) the Xinjiang logistics and the level of economic openness is the coordinated development of the state, but the 2005-2014 logistics development lag In the level of economic openness, situation of coordinated development of the two still need to be further optimized during the period of.2001-2015, at the same time, Xinjiang logistics development and economic progress shows the state of coordinated development, some periods of logistics lags behind the economic level of opening up the pace of development, to a certain extent restricts the economic openness to further enhance the level. Finally, combined with the actual situation of Xinjiang the conclusion of the study, put forward recommendations to adapt, which is to strengthen logistics infrastructure, improve the logistics network layout of open economy development; improve the logistics policy mechanism, promote open logistics service economic development soft power; adhere to the development of all-round opening up, promote the transformation and upgrading of export-oriented economy in Xinjiang; on the silk road construction opportunities core area. Xinjiang to promote the coordinated development of logistics and export-oriented economy.
