福莆宁同城化的经济效应研究

【摘要】：福莆宁位于东南沿海要冲,地处“南北三角”(“珠三角”和“长三角”)和“东西两岸”(“大陆东岸”和“台湾西岸”)的连接点上,发展福莆宁同城化意义重大,而地区产业调整和升级发展是同城化的关键。 2012年3月,福州、莆田和宁德签订《福莆宁同城化框架协议》,福莆宁正式驶上了“同城化”的快车道。本质上说,福莆宁同城化是福莆宁三市凭借自然和社会经济条件,加强城市间内部的分工与合作,实现共同发展的目标；以存量资源带动增量发展,促进城市间商品和要素的自由流动,增强福莆宁的整体竞争力；强调优势互补,将原有分散或单独的城市整合成一个共同的利益群体,实现福莆宁的科学发展、跨越发展。综合规范与实证分析,本文认为同城化发展有利于拓展社会发展空间、扩充社会资源、完善一体化的公共服务体系、缩小城乡之间的“鸿沟”、拓展社会交际范围,能够推进城市经济和社会协同发展。但福莆宁各城市产业结构存在一定的同构现象,同城化发展任道重远。鉴于此,本文认为福莆宁应建立联席会议制度,加强地区之间的交流,最终实现产业优化升级和特色互补,促进福莆宁同城化发展。
[Abstract]:Fu Pu Ning is located in the southeast coastal hub, located in the "North South triangle" ("the Pearl River Delta and Yangtze River Delta) and" both sides "(" mainland east "and" West Taiwan ") of the connection point, the development of Fu Pu Ning City of great significance, and the adjustment and upgrading of regional industrial development is the key city.
March 2012, Fuzhou, Putian and Ningde signed the "Fu Pu Ning City framework agreement", the official Fu Pu Ning onto the "city" lane. In essence, Fu Pu Ning City is Fu Pu Ning three city with natural and social economic conditions, strengthen the city between the internal division of labor and cooperation. To achieve the goal of common development; promote incremental development with the stock of resources, and promote the free flow of goods between the city and the elements, enhance the overall competitiveness of Fu Pu Ning; emphasize the complementary advantages, the original scattered or separate city into a common interest groups, to achieve scientific development, leapfrog development of Fu Pu Ning.
Comprehensive analysis of normative and empirical, this paper argues that the city development is conducive to expanding the space of social development, the expansion of social resources, improve the integration of the public service system, narrowing the gap between the "expansion of social communication, to promote the city economic and social coordinated development. But there are various Fu Pu Ning City Industrial Structure isomorphism phenomena to a certain extent city development, take a long time. In view of this, this paper thinks that Fu Pu Ning should establish joint conference system, strengthen regional exchanges between the industrial upgrading and finally realize the optimization of complementary characteristics, promote Fu Pu Ning city development.
