【摘要】:区域创新包括科技投入、科技产出、成果转化及应用等若干环节,其中科技成果的有效转化是区域竞争、产业竞争、企业竞争等层次竞争的核心,直接关系到其核心竞争力的建设。然而现阶段中国科技与经济的融合不够,知识产出和成果转化之间存在“割裂”现象,使得大多数科技成果不能应用到生产活动中转化为经济效益,科技发挥第一生产力的作用大打折扣。为了加强区域科技资源整合和利用能力,促进科技成果转化,本文在科技成果转化基本理论基础上,,综合运用多种方法对科技成果转化效率进行测度;探讨影响科技成果转化的重要因素;提出相关政策建议。本文的研究内容主要包括: (1)对科技成果相关概念进行界定,探讨科技成果转化模式与机制,为下文的研究奠定理论基础;通过对前沿面理论的研究,提出技术效率相关概念的定义与测度方法,为下文的研究奠定方法论基础。 (2)分别运用数据包络方法(DEA)和随机前沿方法(SFA)对中国30个省级行政区域近年来的静态效率进行了测算,并通过聚类分析对两种结果进行比较,力图更全面、客观地反映中国区域科技成果转化现况。 (3)运用DEA-Malmquist方法对区域科技成果转化效率的变动情况进行分地区、分时间段研究,发现我国科技成果转化效率整体趋势是上升的,但个别地区、个别年份的成果转化效率有倒退。 (4)探究影响科技成果转化的因素,在对相关文献进行梳理的基础上,分析了影响科技成果转化的重要因素,并利用随机前沿的方法探究影响因素对成果转化效率的影响程度和作用方向。结果表明基础设施、市场化水平和地理区位均对科技成果转化效率有显著的正向影响。
[Abstract]:Regional innovation includes several links, such as scientific and technological input, scientific and technological output, transformation and application of scientific and technological achievements, among which the effective transformation of scientific and technological achievements is the core of regional competition, industrial competition, enterprise competition and other levels of competition. It is directly related to the construction of its core competence. However, at present, the integration of science and technology and economy is not enough in China, and there is a "split" phenomenon between the knowledge output and the transformation of achievements. As a result, most of the scientific and technological achievements can not be applied to the production activities into economic benefits, the role of science and technology play the role of the first productivity is greatly reduced, in order to strengthen the integration and utilization of regional scientific and technological resources. In order to promote the transformation of scientific and technological achievements, this paper measures the efficiency of the transformation of scientific and technological achievements by comprehensive use of various methods on the basis of the basic theory of the transformation of scientific and technological achievements; To explore the important factors that affect the transformation of scientific and technological achievements; The main contents of this paper are as follows: 1) to define the relevant concepts of scientific and technological achievements, to explore the transformation model and mechanism of scientific and technological achievements, and to lay a theoretical foundation for the following research; Based on the study of frontier theory, this paper puts forward the definition and measurement method of the related concepts of technical efficiency, which lays a methodological foundation for the following research. 2) the static efficiency of 30 provincial administrative regions in China in recent years was measured by data Envelopment method (DEAA) and Stochastic Frontier method (SFAA). The two results are compared by cluster analysis in order to reflect the status of transformation of regional scientific and technological achievements in China more comprehensively and objectively. (3) using DEA-Malmquist method to study the change of the conversion efficiency of regional scientific and technological achievements in different regions and in different time periods. It is found that the overall trend of transformation efficiency of scientific and technological achievements in China is rising, but the conversion efficiency of individual regions and years is retrogressive. 4) explore the factors that affect the transformation of scientific and technological achievements, and analyze the important factors that affect the transformation of scientific and technological achievements on the basis of combing the relevant literature. And using the stochastic frontier method to explore the impact of factors on the efficiency of the transformation of results and the impact of the direction. The results show that the infrastructure. Market level and geographical location have a significant positive impact on the efficiency of scientific and technological achievements transformation.
