【摘要】：对外开放是区域经济发展的重要引擎。西部大开发战略自实施以来,西部地区对外开放水平有了显著的提高,但相较于全国和东部地区,西部地区的对外开放程度还很低,对经济的拉动作用也比较小。西部地区是建设丝绸之路经济带和21世纪海上丝绸之路的核心地区和重要依托。"十三五"及其以后的一段时期,西部地区要坚持开放引领发展的原则,以推进"一带一路"建设为统领,实施更加积极主动的开放战略,提高开放的总体水平,构建陆海内外联动、东西南北四向开放的全方位开放新格局,把西部地区建设成为我国向西、向北、向南开放的重要基地和充满活力的沿边开发开放经济带。
[Abstract]:Opening to the outside world is an important engine of regional economic development. Since the implementation of the strategy of developing the western region, the level of opening to the outside world in the western region has been significantly improved, but compared with the national and eastern regions. The degree of opening to the outside world in the western region is still very low. The western region is the core area and important support for the construction of the Silk Road Economic Belt and the Maritime Silk Road in 21th century. The western region should adhere to the principle of opening up and leading development, take the construction of "Belt and Road" as its leader, implement a more proactive strategy of opening up, raise the overall level of opening up, and build a linkage between the mainland and the outside world. The new pattern of all-directional opening to the north and south of the east and the west has turned the western region into an important base and an active economic belt along the border of our country for opening to the west, north and south.
