【摘要】：二十世纪末以来,尽管中国的经济总量高速增长,居民收入占国民收入的比重却由2000年的64.2%快速下降至2007年的57.5%,由此引发了关于居民收入占比下降原因的讨论。一部分从政策因素进行分析的文献认为公共支出不足是居民收入占比下降的重要原因,但其结论多是从定性和静态的角度而非定量和动态的角度得出。本文通过建立包含政府的多部门动态一般均衡模型,结合中国2007年宏观经济数据与2008年财政决算数据,运用数值模拟的方法得出2008-2012五年间居民收入占比在政府公共支出政策影响下的变迁路径,同时还利用模型模拟了其他公共支出规模与结构选择对应的2012年我国居民收入占比。本文的主要结论是:第一,2008-2012年我国公共支出政策对居民收入占比的影响是-5.42%;第二,增加公共支出规模能够提高居民收入占比,支持了过往文献的结论;第三,增加公共支出在第一、三产业中的比重能够进一步提高居民收入占比。后两个结论除了定性判断外,还分别得出不同公共支出规模与结构和2012年居民收入占比的函数关系。
[Abstract]:Since the end of 20th century, despite the rapid growth of China's total economic output, the proportion of residents' income in national income has dropped rapidly from 64.2% in 2000 to 57.5% in 2007. This led to the discussion of the reasons for the decline of the proportion of residents' income. Part of the literature from the analysis of the policy factors believe that the lack of public expenditure is an important reason for the decline of the proportion of residents' income. However, the conclusions are mostly from the qualitative and static point of view, rather than quantitative and dynamic point of view. This paper establishes a multi-sector dynamic general equilibrium model including the government. Combined with China's macroeconomic data of 2007 and fiscal final account data of 2008. Using the method of numerical simulation, we can get the transition path of the proportion of residents' income under the influence of government public expenditure policy in the five years from 2008 to 2012. At the same time, we use the model to simulate the proportion of Chinese residents' income in 2012 corresponding to the scale and structure of other public expenditure. The main conclusions of this paper are as follows: first. The effect of public expenditure policy on the proportion of residents' income from 2008 to 2012 is -5.42; Second, increasing the scale of public expenditure can increase the proportion of residents' income, which supports the conclusion of previous literature; Third, increasing the proportion of public expenditure in the first and third industries can further improve the proportion of residents' income. The functional relationship between the scale and structure of public expenditure and the proportion of residents' income in 2012 is also obtained.
