【摘要】：我国的国民经济的发展可以分为城市经济的发展和县域经济的发展,与高速发展的城市经济相比,县域经济的发展还是相当滞后。中国经济的高速增长主要靠城市经济的高速增长,在全面建成小康社会的征程中加快发展县域经济已经上升到很重要的战略高度。县域经济的发展要以县一级基层政权调节和控制经济社会组织和管理,以经济建设发展为第一要务,以社会管理为载体,以城市现代化建设为动力,以工业现代化发展为引擎,全面提升县域全域发展的秩序和水平。纵观延边州各县市,发展不均衡,有发展快慢、总量大小等差异。分析原因,部分县市依托其交通区位优势明显、产业结构发展合理等自然优势,通过招商引资投资开发了一批重大项目拉动了本地区的县域经济,相比产业结构单一、资金短缺、没有开发开放口岸的县市,必须要着力培养壮大支柱型企业,带动县域经济发展。地区发展差异或差距的拉大,可能带来一系列影响,一是能造成县市或地区之间的不公平的发展,二是可能造成县市或地区间的资源等要素配置的不合理和低效率,就可能直接影响到延边县域经济发展过程中的地区生产力、国民经济的综合总体实力和经济增长速度。此外,县域经济的发展还需要与之发展相适应的一系列的政策配套,而县市作为一个基层政权的载体,受很多自身权力范围的制约,所以要想加快发展县域经济并又不完全是仅靠单纯的利用本县的资源禀赋条件就能办到的。本文主要通过研究县域经济的具体概念和发展历程,分析延边州各个县市在近几年的县域经济发展总体情况,并通过与其他地区的县域经济发展情况的对比,提出发展中矛盾和问题,针对未来几年如何发展延边州县域经济提出相关建设性对策和建议。
[Abstract]:The development of our national economy can be divided into the development of urban economy and the development of county economy, compared with the rapid development of urban economy. Throughout Yanbian counties and cities, the development is uneven, there are speed and slow development, total size differences. Analysis of the reasons, some counties and cities rely on their traffic location advantages are obvious. It is necessary to cultivate and strengthen the pillar enterprises and promote the development of the county economy. This paper analyzes the overall situation of county economic development in each county of Yanbian Prefecture in recent years, and puts forward the contradictions and problems in development by comparing it with the development of county economy in other regions. This paper puts forward some constructive countermeasures and suggestions on how to develop Yanbian county economy in the next few years.
