【摘要】：在国内工业化、城镇化加速推进的大背景下,城市的不断扩张和产业的加速发展给城市建设管理带来新的课题,多数城市在建设发展模式上面临着产城一体化与产城分离这两种截然不同的发展路径：表现在城市和产业建设实践,就是不论是已经形成产城一体化格局的城市,还是新建的产业园区、新的城市居民区,都需要在加速产业发展和科学规划建设城市之间找到平衡,处理好二者之间的矛盾,尽可能达到互促互利的效果。本文简要概述了国内外产城一体化发展的基本理论、发展历程和特点。在此基础上,从行政管理学的角度,通过个案分析的方式,介绍了案例城市产城一体的基本现状,介绍了解决这些矛盾问题的主要做法和取得的初步成效,进而总结当地多年来在推进产城一体化发展的探索和实践中积累的基本经验—即无论是推进产城一体化发展,还是解决产城一体化矛盾,都必须坚持战略化管理、目标化管理、标杆化管理和全面质量管理的理念。本文对案例城市在产城一体化过程中遇到的矛盾问题进行了罗列,从尊重历史、着眼发展的角度,对问题成因进行了客观和较为全面的分析。最后针对问题及其成因,结合当地解决问题的工作思路和计划安排,提出了促进产业发展与资源环境保护、城市改造与产业转型提升的基本路径。
[Abstract]:Under the background of the domestic industrialization and the acceleration of urbanization, the continuous expansion of cities and the accelerated development of industries bring new problems to the management of urban construction. Most cities face two completely different development paths in the construction and development mode: integration of production and city and separation of industry and city: it is manifested in the practice of city and industry construction. Whether it is a city that has formed a pattern of integration of production and city, or a new industrial park, new urban residential areas, we need to find a balance between accelerating industrial development and scientific planning and construction of cities. Deal with the contradiction between the two, as far as possible to achieve mutually beneficial results. This paper briefly outlines the basic theory, development process and characteristics of the integration of industrial and urban development at home and abroad. On this basis, from the perspective of administrative management, through the way of case analysis. This paper introduces the basic present situation of the integration of urban production and city, and introduces the main methods and preliminary results of solving these contradictions. And then summarize the basic experience accumulated in the exploration and practice of promoting the integration of industry and city in the past years-that is, whether it is to promote the integration of industry and city, or to solve the contradiction of integration of industry and city. We must adhere to the concepts of strategic management, target management, benchmarking management and total quality management. In this paper, the case of the city in the process of integration of the contradictions encountered in the list of issues, from the respect of history, focus on the perspective of development. The causes of the problem are analyzed objectively and comprehensively. Finally, in view of the problem and its causes, combined with the local working ideas and planning arrangements to solve the problem, the paper puts forward the promotion of industrial development and the protection of resources and environment. The basic path of urban transformation and industrial transformation and upgrading.
