【摘要】：随着经济的不断发展,城镇化与产业结构是相伴而生、相互影响的两大基本经济要素,它们彼此之间相互促进和协调发展。在产业结构调整中,城镇化不仅会促进各产业产出的变动,而且会促进其结构升级。而城镇化发展也为产业结构的演进提供了更广阔的空间和平台,而产业结构调整又进一步推动城镇化向前发展。虽然近几年,黑龙江省的经济快速发展,城镇化水平不断提高,产业结构也在不断调整升级,但是与全国平均水平还有一定的差距,尤其与沿海一些发达省份相比仍然有很大提升的空间。黑龙江省城镇化发展滞后的原因是多方面的,主要是:由于黑龙江省是一个农业大省,主要支柱产业是农业,服务业产值和就业比例与其它发达地区相比较低;再一个就是黑龙江省地处边疆,由于地理位置和气候条件等因素影响,城市基础设施差、社会保障体系不够健全、产业结构分配不合理以及各个地级市发展不平衡都会影响城镇化的发展。所以,有必要对黑龙江的城镇化进程和产业结构演进互动关系进行研究,找出存在的短板,借鉴成功的经验,大力发展经济。本文在查阅大量文献和理论的基础上,采用定性和定量相结合的分析方法,对黑龙江省城镇化与产业结构的现状有了基本掌握,分析黑龙江省城镇化对第一产业、第二产业、第三产业结构的影响,深入到产业内部,分析城镇化对产业生产资源以及行业产品产生的影响。近而进一步分析城镇化水平与产业结构的相关性和偏差性。再次,根据黑龙江省1995-2014年城镇化与产业结构相关指标,对其关系进行协整分析和误差修正模型检验等,得出第三产业在推进城镇化进程中贡献的力量要大于第二产业,三者处于长期稳定的关系。然后进行格兰杰因果检验,检验结果表明,城镇化对产业结构的演进有一定促进作用,并且也具有相反的的影响。最后对得出的结论提出合理性的政策建议,旨在为黑龙江省新型城镇化建设和产业结构优化升级提供借鉴意义。
[Abstract]:With the continuous development of economy, urbanization and industrial structure are two basic economic elements which are concomitant and influence each other. They promote and coordinate the development of each other in the adjustment of industrial structure. Urbanization will not only promote the change of the output of various industries, but also promote the upgrading of its structure, and the development of urbanization also provides a broader space and platform for the evolution of industrial structure. Although in recent years, the economy of Heilongjiang Province has developed rapidly, the level of urbanization has been improved, and the industrial structure has been constantly adjusted and upgraded. But there is still a certain gap with the national average, especially compared with some developed coastal provinces, there is still a lot of room for improvement. The main results are as follows: because Heilongjiang Province is a big agricultural province, the main pillar industry is agriculture, and the output value and employment ratio of service industry are low compared with other developed regions; Another is that Heilongjiang Province is located in the border area, due to geographical location and climate conditions and other factors, urban infrastructure is poor, the social security system is not perfect. Unreasonable distribution of industrial structure and unbalanced development of each prefecture-level city will affect the development of urbanization. Therefore, it is necessary to study the interactive relationship between the process of urbanization and the evolution of industrial structure in Heilongjiang. Find out the existence of the short plate, learn from the successful experience, vigorously develop the economy. This paper based on a large number of literature and theory, using qualitative and quantitative analysis method. We have a basic grasp of the current situation of urbanization and industrial structure in Heilongjiang Province, analysis of the impact of urbanization on the primary industry, secondary industry, tertiary industry structure, in-depth into the industrial interior. Analysis of the impact of urbanization on industrial production resources and industry products. Near and further analysis of the level of urbanization and the industrial structure of the relevance and deviation. Again. According to the related indexes of urbanization and industrial structure in Heilongjiang Province from 1995 to 2014, the co-integration analysis and error correction model test are carried out. It is concluded that the tertiary industry contributes more to the process of urbanization than the secondary industry, and the three are in a long-term stable relationship. Then Granger causality test is carried out, and the test results show that. Urbanization has a certain role in promoting the evolution of industrial structure, and also has the opposite impact. Finally, reasonable policy recommendations are put forward. The purpose of this paper is to provide reference for the construction of new urbanization and the optimization and upgrading of industrial structure in Heilongjiang Province.
