新疆技术创新生态系统优化研究

【摘要】:“十二五”时期是我国的重要战略机遇期,要完成从制造业大国到制造业强国的转变,各省市需要结合本区域特点,抓住机遇,引进、吸收、消化先进技术,鼓励本土创新,着力提高区域的技术创新效率。 技术创新生态系统是指在区域技术创新系统理论基础上引入生态学理论和概念而产生的,由与创新全过程相关的组织、机构和实现条件所组成的开放性社会网络体系。它不但包括企业、科研机构和高等院校,而且包括政府部门。通过优化区域技术创新生态系统,可以打破低水平、低效率的稳态,促使技术创新达到一个高水平、高效率的稳态,从而为提高创新能力提供保障。 就新疆而言,其经济发展资源依赖特征明显,不利于该地区经济的可持续发展。与此同时,绿洲生态环境比较脆弱,对社会、经济发展的约束也很大。要实现可持续发展,新疆需要抓住东中部地区产业转移和对口支援的机遇,在短期迅速发展的情况下,花大力气提高区域的技术创新水平。新疆技术创新水平的提高,不仅可以减少对生态环境的污染和破坏,也为新疆可持续发展提供了内生动力。 新疆的技术创新长期落后于全国平均水平。尽管自治区在积极的引进技术,但技术的消化、吸收效果不好。原因很复杂:政府投入较少;高等院校重视应用研究,基础研究较弱;研究与开发机构效率低下;企业与高等院校和研究与开发机构合作较少;科技中介与服务机构发展缓慢;民众文化水平普遍较低等。要打破瓶颈,就必须要优化技术创新生态系统。尽管自治区对区域技术创新系统已有战略性布局,但仍缺乏较为系统的机制来保障。而在学术领域,对新疆技术创新系统的研究本就较少,,技术创新生态系统的研究更是空白。 基于此,本文首先分析了新疆技术创新生态系统的现状,之后通过熵值法对技术创新生态系统水平进行评价,并结合对新疆技术创新生态系统效率的分析,分析新疆技术创新生态系统在全国中的水平,并决定优化的目标对象选择;在此基础上,在与选择的优化目标进行对比分析的基础上,对新疆技术创新生态系统的发展方向进行定位,通过指标与系统水平之间的关联度分析要素贡献度,最终为提出具有针对性且切实可行的优化路径和政策建议通过依据。 本论文综合考虑技术创新生态系统水平和创新绩效,将我国各省市划分为不同的技术创新生态系统层级,同时根据主体之间的组织机制,将技术创新生态系统进行了重新分类,这都为研究技术创新生态系统层级划分提供了新的思路。同时,新疆技术创新生态系统的研究,不仅为新疆创新能力的提升和可持续发展提供思路,也为技术创新生态系统在欠发达地区的应用提供了借鉴经验。
[Abstract]:The 12th Five-Year Plan period is an important strategic opportunity period in China. In order to complete the transition from a large manufacturing country to a strong manufacturing country, all provinces and cities need to take advantage of the regional characteristics, seize the opportunity, introduce, absorb, and digest advanced technology. Encourage local innovation, and strive to improve the efficiency of regional technological innovation. The technology innovation ecosystem is a kind of organization which is related to the whole process of innovation by introducing the ecology theory and concept on the basis of the regional technology innovation system theory. An open social network system composed of institutions and conditions for realization. It includes not only enterprises, scientific research institutions and institutions of higher learning, but also government departments. It can break down the steady state of low level and low efficiency, and promote the technological innovation to reach a high level and high efficiency steady state, so as to provide the guarantee for improving the ability of innovation. As far as Xinjiang is concerned, its economic development resources depend on obvious characteristics, which is not conducive to the sustainable development of the region's economy. At the same time, the oasis ecological environment is relatively fragile, to the society. In order to achieve sustainable development, Xinjiang needs to seize the opportunities of industrial transfer and counterpart support in the eastern and central regions, and develop rapidly in the short term. The improvement of the level of technological innovation in Xinjiang can not only reduce the pollution and damage to the ecological environment, but also provide an endogenous motive force for the sustainable development of Xinjiang. Xinjiang's technological innovation has lagged behind the national average for a long time. Although the autonomous region is actively introducing technology, but the digestion of technology, the absorption effect is not good. The reasons are very complicated: less government investment; Colleges and universities attach importance to applied research, but the basic research is weak; Inefficient research and development institutions; Less cooperation between enterprises and institutions of higher learning and research and development; The development of science and technology intermediary and service organization is slow; In order to break the bottleneck, it is necessary to optimize the technology innovation ecosystem, although the autonomous region has a strategic layout for the regional technology innovation system. However, there is still a lack of systematic mechanism to protect it. In the academic field, the research on Xinjiang's technological innovation system is relatively few, and the research of technological innovation ecosystem is even more blank. Based on this, this paper firstly analyzes the present situation of Xinjiang's technological innovation ecosystem, then evaluates the level of technological innovation ecosystem by entropy method, and analyzes the efficiency of Xinjiang's technological innovation ecosystem. Analyze the level of Xinjiang's technological innovation ecosystem in the whole country, and decide the choice of the optimized target object; On this basis, on the basis of comparative analysis with the selected optimization objectives, the development direction of Xinjiang's technological innovation ecosystem is positioned, and the contribution of key elements is analyzed through the correlation degree between the indicators and the system level. Finally, it is necessary to put forward the appropriate and feasible optimization path and policy suggestion. Considering the level and performance of technological innovation ecosystem, this paper divides the provinces and cities into different levels of technological innovation ecosystem, at the same time, according to the organization mechanism among the main bodies. The classification of the technology innovation ecosystem provides a new idea for the study of the technology innovation ecosystem classification. At the same time, the study of Xinjiang technology innovation ecosystem. It not only provides ideas for the promotion of innovation ability and sustainable development of Xinjiang, but also provides reference experience for the application of technological innovation ecosystem in underdeveloped areas.
