中国的“高碳困锁”与国际低碳科技转移的非对称博弈

【摘要】:发展低碳科技是应对气候变化的关键所在。中国在巴黎气候大会所做的低碳承诺,是以技术进步与制度创新作为履约能力,这直接关系到中国的国际碳形象的构建。"高碳困锁"是一种在高碳科技体制下形成的复合式超稳定结构,是以中国为代表的发展中国家共同面临的发展难题。中国处在工业化的快速发展阶段,实现低碳减排目标困难重重。发展中国家发展低碳经济,将面临减缓经济增长的风险和发展低碳技术的先行优势。发展中国家应平衡利弊,建立有效的低碳技术国际传播途径。本文对中国的"高碳困锁"进行了理论解读,剖析了国际低碳科技转移格局的博弈态势,提出中国"高碳困锁"的外部破解路径。
[Abstract]:The development of low-carbon science and technology is the key to tackling climate change. China's low-carbon commitment made at the Paris Climate Conference is based on technological progress and institutional innovation as its compliance capability. This is directly related to the construction of China's international carbon image. "High carbon lock" is a complex super-stable structure formed under the high-carbon technology system. China is a developing country represented by China, which is facing a common development problem. China is in the rapid stage of industrialization, and it is difficult to achieve the goal of reducing carbon emissions. Developing countries are developing a low-carbon economy. The risks of slowing economic growth and the advantages of developing low-carbon technologies will be met. Developing countries should balance the pros and cons. To establish an effective international transmission path of low carbon technology. This paper makes a theoretical interpretation of "high carbon trap" in China, and analyzes the game situation of international low carbon technology transfer pattern. This paper puts forward the external cracking path of high carbon lock in China.
