【摘要】：由国家发改委、外交部和商务部联合发布的《推动共建丝绸之路经济带和21世纪海上丝绸之路的愿景与行动》对吉林省“建设向东北亚开放的重要窗口”进行了清晰定位。近10年来,吉林省在落实“中国图们江区域合作开发规划纲要”进程中,依托地域、资源、政策等优势与东北亚各国在机制建设、设施完善、贸易往来、金融环境与旅游互动等方面开展了一系列的双边或多边合作,区域开发开放取得了重大进展。但由于众多原因,吉林省与俄罗斯、朝鲜、蒙古乃至韩国、日本的合作进展并没有达到最优效果,与实现国家“一带一路”战略目标还有一定的差距,融入“一带一路”战略还面临着政策沟通、设施联通、贸易畅通、资金融通、民心相通等方面的障碍、瓶颈和矛盾。其中,主要障碍表现为跨省跨国的基础设施建设进展缓慢,核心瓶颈表现为没有形成具有地域特色的物流集散地,根本矛盾表现为资金融通困难。而区域协调机制以及多民族文化融合并非一朝一夕可以实现,因此该两个因素也延缓了吉林省融入“一带一路”战略的步伐。上述五个方面瓶颈的解决,无一不需要金融支持。正是在这样的背景下,本文创新性地设计出吉林省融入“一带一路”战略的金融生态环境优化方案,对金融生态环境的相关因素进行评价,并提出优化金融生态环境、推进吉林省融入“一带一路”战略的具体措施。

But for many reasons, Jilin province and Russia Mongolia, North Korea, South Korea and Japan, the progress of cooperation did not reach the best effect, and the implementation of" national Belt and Road Initiative "strategy is still a certain gap, into the" The Belt and Road "strategy faces The policy of communication facilities, Unicom, trade flow, the circulation of funds and other aspects of the people connected to the obstacles and bottlenecks and contradictions. The main obstacle for provincial infrastructure construction transnational slow core bottleneck is not form of regional logistics distribution center, the fundamental contradiction between performance for the financing difficulty. And the regional coordination mechanism and culture is not a short duration of time can be achieved, so that the two factors have delayed into the "The Belt and Road" strategy in Jilin province. The pace of the above five aspects to solve the bottleneck, without need financial support. It is in this context, this paper innovatively designs financial ecological environment optimization into the "The Belt and Road" strategy in Jilin Province, to evaluate the related factors of the financial ecological environment, and puts forward the optimization of financial ecological environment, promote Jilin province into the area The concrete measures of the strategy.
