政府视角下的昆明市五华区X试验区政府职能研究

【摘要】：产业是经济的基础支撑,产业兴,则经济兴。发达地区与落后地区经济上的差距,最重要的是产业的差距。在产业发展过程中,政府职能作用的发挥至关重要,它能有效避免区域内产业发展出现市场失灵和无序竞争,从而提升该地区的产业发展竞争力。本文以昆明市五华区X实验区建设为研究对象,旨在通过对产业发展中的政府职能研究,以“解剖麻雀”的方式分析政府职能在区域产业发展从制定到落实的一系列过程,进一步探索政府在产业发展中的引领作用。本文共分七个部分。在系统分析选题来源、研究目的与意义,介绍研究的主要内容与方法、创新点与不足之处、国内外研究现状后,以产业选择理论、产业集群理论和政府职能理论为基础,深入分析成都“城乡统筹”模式、上海“城乡一体化”模式和浙江“机制创新”模式中政府通过发挥职能作用引导产业发展的典型案例,从实验区概况、产业发展定位、产业发展布局、产业发展模式和产业发展展望五个方面对实验区产业发展进行综合分析,并对在X实验区产业发展中政府职能的发挥和效应进行了阐述,最后发展中存在的问题提出加快实验区产业发展的具体对策建议。以期通过研究,为五华建设高品质中心城区、统筹五华城乡发展、探索发展模式积累经验,同时为云南省、昆明市推进城镇化建设和保护坝区耕地建设山地城镇工作做出一些有益的探索。
[Abstract]:Industry is the basic support of the economy, industrial prosperity, economic prosperity. Developed areas and backward areas in the economic gap, the most important is the industrial gap. In the process of industrial development, the role of government is very important. It can effectively avoid the emergence of market failure and disorderly competition in the development of industry in the region, thus enhancing the competitiveness of industrial development in this region. This paper takes the construction of X experimental area in Wuhua District of Kunming as the research object. Through the research of the government function in the industrial development, this paper analyzes the process of the government function in the regional industrial development from formulation to implementation in the way of "caesarean section". Further explore the leading role of the government in industrial development. This paper is divided into seven parts. After systematically analyzing the source of the topic, the purpose and significance of the research, the main contents and methods of the study, the innovation points and shortcomings, the domestic and foreign research status quo, the theory of industrial choice is adopted. Based on the theory of industrial cluster and the theory of government function, this paper deeply analyzes the "urban and rural overall planning" model in Chengdu. In the model of "urban and rural integration" in Shanghai and "mechanism innovation" in Zhejiang Province, the typical cases of government guiding industrial development by exerting its function are analyzed from the general situation of the experimental area, the orientation of industrial development and the layout of industrial development. Industrial development model and industrial development prospects of five aspects of industrial development in the experimental area comprehensive analysis of industrial development, and in the X experimental area industrial development of the government functions and effects are expounded. Finally, the problems in the development of the specific countermeasures and suggestions to speed up the industrial development of the experimental area, with a view to building a high-quality central urban area for Wuhua, planning the urban and rural development of Wuhua, and exploring the development model to accumulate experience through research. At the same time, some beneficial explorations are made for Yunnan Province and Kunming City to promote the urbanization construction and to protect the cultivated land in the dam area for the construction of mountainous cities and towns.
