新常态下中国FDI与OFDI的特征与发展对策

【摘要】：后金融危机时代的中国经济正逐渐进入新常态。双向直接投资将是中国外向型经济发展的重要趋向。我国FDI增速将呈现出稳中趋缓的态势,吸引外资将从单纯重规模转向质量、结构、效益并重。FDI产业结构将从制造业为主向服务业为主转变,FDI区域布局更加合理。FDI管理体制上将与国际接轨。OFDI将继续保持快速稳定增长,全球布局日趋合理,行业结构不断优化。新常态下,我国应完善有利于外资进入和境外投资的法律法规体系,积极参与多边投资规则谈判,进一步优化提升FDI产业结构,支持本土企业境外投资。
[Abstract]:In the post-financial crisis era, China's economy is gradually entering the new normal. Two-way direct investment will be an important trend of China's export-oriented economy. China's FDI growth rate will show a steady and moderate trend. Attracting foreign capital will change from pure scale to quality, structure and benefit. The industrial structure of FDI will change from manufacturing industry to service industry. FDI regional layout more reasonable. FDI management system will continue to maintain rapid and stable growth, global layout is becoming more reasonable, the industry structure is constantly optimized. Under the new normal. China should perfect the system of laws and regulations conducive to the entry of foreign capital and foreign investment, actively participate in multilateral investment rules negotiations, further optimize and promote the industrial structure of FDI, and support the overseas investment of local enterprises.
