论“一带一路”建设对外拓展的总体格局

【摘要】：当前学术文献对"一带一路"建设关于对外拓展方面的研究主要集中于宏观战略、"走出去"和"走进去"等方面。目前,"一带一路"建设呈在沿线地区投资尚处起步阶段、尚未形成战略性格局、投资成功率有待提高和一定程度上助推调整产业转型升级等特点。"一带一路"建设在对外拓展总体格局方面,必须定位于"走出去、扎进去、连起来、调上去、撑得开"的所谓"十五字"战略思路。"一带一路"对外拓展总体格局的构建,必须进行系统谋划、发挥大企业的龙头作用、充分利用广泛的华侨资源。此外,"一带一路"建设还必须高度重视并促进与欧美经贸合作等。
[Abstract]:The current academic literature on the construction of "Belt and Road" mainly focuses on the macro-strategy, "going out" and "going in". At present, the research focuses on the macro strategy, "going out" and "going in" and so on. The construction of "Belt and Road" is still in the initial stage of investment in the areas along the route, but has not yet formed a strategic pattern. The success rate of investment needs to be improved and to some extent help to adjust the characteristics of industrial transformation and upgrading. "Belt and Road" construction in the external development of the overall pattern, it must be positioned to "go out, go in, link up." The so-called "15 words" strategic thinking. "Belt and Road" external development of the overall pattern of construction, must be systematic planning, play the leading role of large enterprises. In addition, the construction of Belt and Road must attach great importance to and promote economic and trade cooperation with Europe and the United States.
