京津冀城乡统筹发展模式研究

【摘要】：近年来，京津冀地区已处于快速发展阶段，但现存的城乡二元结构问题已逐步限制其发展，有效消除城乡二元结构是其发展的必然趋势。国内外的城市化发展经验表明城乡统筹发展是打破城乡二元结构，解决农村、农民以及农业问题的有效途径。通过分析京津冀地区现存的经济、社会以及环境等各种问题，构建该地区的城乡统筹发展模式具有重要意义。本文研究总体上按照规范分析和实证分析相结合方式展开的。首先，梳理有关城乡统筹发展的相关理论。通过对国内外城乡关系发展进程的研究发现城乡融合发展是其必然趋势。其次，总结国内外城乡统筹发展的经验成果。本文通过对城乡统筹发展动力机制、国内外发展模式及经验总结发现，由于我国城乡统筹发展基础薄弱，社会问题复杂，城乡统筹发展将是一个长期而艰巨过程，因地制宜的选择相应发展模式是促进其发展的有效途径。再次，京津冀城乡统筹发展综合评价。本文通过采用面板数据对京津冀城乡统筹发展现状分析和通过构建城乡统筹发展指标体系，采用截面数据对其综合发展水平进行评价，，综合得出京津冀地区发展不均衡。总体呈现：北京和天津发展水平最高，沿海地区发展次之，冀中南以及环首都地区发展较低。最后，根据前期数据分析结果提出各地区相应的发展模式。总体上，京津冀地区采取以工业化促进城乡统筹发展模式；根据实际发展水平，京津地区采用大城市郊区城镇化模式；沿海地区采用增长极发展模式，冀中南以及环首都地区采用工业化、城镇化、农业现代化相结合发展模式。并对各种模式的实行提出需注重的问题以及保证其有效进行的政策建议。
[Abstract]:In recent years, the Beijing-Tianjin-Hebei region has been in a rapid development stage, but the existing urban-rural dual structure problems have gradually restricted its development. The effective elimination of urban-rural dual structure is the inevitable trend of its development. The experience of urbanization at home and abroad shows that urban-rural overall development is to break the urban-rural dual structure and solve the rural areas. Through analyzing the existing economic, social and environmental problems in Beijing-Tianjin-Hebei region, it is of great significance to construct the overall urban and rural development model in this area. The research in this paper is based on the combination of normative analysis and empirical analysis. First of all. Combing the relevant theories of urban-rural overall development. Through the research on the development process of urban-rural relations at home and abroad, we find that urban-rural integration development is an inevitable trend. Secondly. Summary of the experience of urban and rural development at home and abroad. Through the driving mechanism of urban-rural overall development, domestic and foreign development model and experience summary, because of the weak foundation of urban-rural development in China, social problems are complex. Urban and rural development as a whole will be a long-term and arduous process, according to local conditions to choose the appropriate development model is an effective way to promote its development. This paper uses panel data to analyze the present situation of the overall development of Beijing-Tianjin-Hebei urban and rural areas and to construct the indicator system of urban-rural overall development. Using cross-section data to evaluate its comprehensive development level, it is concluded that the development of Beijing-Tianjin-Hebei region is not balanced. On the whole, the development level of Beijing and Tianjin is the highest, followed by the development of coastal areas. The development of central and southern Hebei and the region around the capital is relatively low. Finally, according to the results of early data analysis, the corresponding development models of each region are put forward. On the whole, the Beijing-Tianjin-Hebei region adopts the mode of promoting the overall development of urban and rural areas by industrialization; According to the actual level of development, Beijing-Tianjin region adopts the urbanization model of the suburbs of big cities; The coastal areas adopt the growth pole development model, and the central and southern Hebei and the region around the capital adopt industrialization and urbanization. Agricultural modernization is combined with the development mode. The problems to be paid attention to and the policy suggestions to ensure the effective implementation of the various models are put forward.
