统筹区域经济发展视阈下的成渝经济增长极研究

【摘要】：协调区域经济发展，是深入贯彻落实科学发展观的重要举措，对缩小贫富差距、全面建成小康社会也有重大实践意义。新中国成立以来，中国共产党对区域经济的发展作出了积极地探索，形成了不同的区域经济发展战略，对中国区域经济乃至国民经济的发展做出了极大的贡献。当前，我国处于统筹区域协调发展的深化阶段，如何实现西部等落后地区经济快速发展已成为摆在我们眼前的难题。同时，大量实践证明建立增长极是解决区域发展问题的有效之举。上世纪50年代法国经济学家佩鲁首先提出了增长极理论，对经济建设起到了重大作用。改革开放初期，我国东部依靠独特的地缘优势，率先实行对外开放。经过几十年的发展，形成了珠三角经济区、长三角经济区和环渤海经济区，成为了我国发展的三个主要经济增长极，对我国经济快速、持续发展作出了巨大的贡献。但同时也逐渐拉大了东西部贫富差距，针对这一问题，国家启动了西部大开发战略，重庆、成都两个特大城市作为西部大开发的桥头堡，无论对于成渝的发展还是对于整个西部经济的带动都发挥着不可替代的作用，正是在这样的背景下，成渝经济区应运而生。成渝经济区位于长江上游，地处四川盆地，北接陕甘，南连云贵，西通青藏，东邻湘鄂，是我国重要的人口、城镇、产业集聚区，是引领西部地区加快发展、提升内陆开放水平、增强国家综合实力的重要支撑，在我国经济社会发展中具有重要的战略地位。因此，国家十分重视成渝经济区的发展，就成渝经济区的发展做了一系列部署规划。《国家发展改革委关于批准重庆市和成都市设立全国统筹城乡综合配套改革试验区的通知》（以下简称通知）、《关于深入实施西部大开发战略的若干意见》、《成渝经济区区域规划》（以下简称规划）等一系列关于成渝经济区发展规划的批复，要求成渝经济区抓住机遇，打造成中国第四经济增长极，通过成渝的发展来带动周围经济新一轮的快速发展。本文通过对如何将成渝经济区打造成中国第四经济增长极进行研究，是对科学发展观的进一步贯彻落实，对于成渝经济区以及整个西部经济发展都提供了积极的探索。全文共分为五部分：第一部分为导论，主要阐明本文研究主题所处的背景及其意义，相关研究问题的研究综述。然后介绍本文的创作的主要思路和研究方法，阐述研究的创新点和存在的不足之处。第二部分是梳理中国共产党区域经济发展思想的演进。主要包括毛泽东、邓小平、江泽民、胡锦涛关于区域经济发展的战略。通过对中国共产党的区域经济发展思想进行梳理，，得出实行统筹区域经济发展战略的历史必然性，也为我们今天实施统筹区域经济发展战略提供了宝贵的经验。第三部分是就统筹区域经济发展与建立中国经济增长极之间的联系进行论述。首先介绍增长极的理论在国外的的提出与发展过程，然后总结国内外运用增长极理论的典型实例，分析建立经济增长极对于国家经济发展的助推作用。阐述统筹区域经济发展和建立经济增长极的关系，然后对我国已经建立三大经济增长极进行介绍，阐明其在统筹区域经济发展中的作用。同时也得出了要打造中国第四经济增长极的必要性。第四部分是把成渝经济区打造成中国经济第四增长极的战略设想。根据以上分析得出结论要在中国建立第四经济增长极，接着阐述把成渝经济圈打造为中国第四经济增长极的意义，主要包括为中国经济增添新的强有力的发动机、助推中国经济持续健康发展、有助于促进社会的稳定与和谐、有助于最终建成全面小康社会的战略目标。在分析了打造成渝经济增长极的重大意义后，再对发展成渝经济增长极的可行性、发展制约因素进行系统分析，得出成渝经济区具备成为中国经济增长第四极的实力的结论。第五部分要对培育成渝经济区为中国第四经济增长极的路径进行探讨。主要包括确立成渝经济区在国家经济发展战略中的定位、大力发展全国领先的龙头产业、发展中心城市与培育中间城市群、创新区域协调机制。以此希望对成渝经济区的发展起到若干参考作用。
[Abstract]:The coordinated regional economic development is an important measure to carry out the scientific development view in - depth . Since the founding of the new China , the Communist Party of China has made a great contribution to the development of regional economy , has formed different regional economic development strategies , has made great contributions to the development of the regional economy and the national economy in China . At present , China is in the deepening stage of the coordinated development of the region , how to realize the rapid economic development in the western region and so on has become the problem before us . At the same time , a great deal of practice has proved that the establishment of the growth pole is an effective way to solve the problem of regional development . In the early 1950s , the French economist Pei Lu first put forward the growth pole theory and played an important role in the economic construction . The Chengdu - Chongqing Economic Zone is located in the upper reaches of the Yangtze River . It is located in the Sichuan Basin . It is located in the north of Shaanxi Province . It is an important part of China ' s population , town and industrial agglomeration . It is an important part of China ' s economic and social development . The full text is divided into five parts : The first part is an introduction to the background and significance of the research subject in this paper , and the research on the related research problems . Then the paper introduces the main ideas and research methods of the author ' s creation , and expounds the innovation points and shortcomings of the research . The second part is the evolution of the thought of regional economic development of the Communist Party of China . It mainly includes Mao Zedong , Deng Xiaoping , Jiang Zemin and Hu Jintao ' s strategy on regional economic development . Through the analysis of the regional economic development thoughts of the Communist Party of China , the paper draws the historical inevitability of the implementation of the integrated regional economic development strategy , and provides valuable experience for the implementation of the integrated regional economic development strategy today . The third part discusses the relationship between the development of regional economy and the establishment of China ' s economic growth pole . Firstly , it introduces the theory of growth pole and the development process , then summarizes the typical example of the growth pole theory at home and abroad , analyses the relationship between economic growth pole and economic growth pole , and then introduces the three major economic growth poles in China and expounds its role in the integrated regional economic development . At the same time , it also draws the necessity of building the fourth economic growth pole of China . The fourth part is the strategic idea of putting the Chengdu - Chongqing economic zone on the fourth increasing pole of China ' s economy . According to the above analysis , it is concluded that the fourth economic growth pole should be set up in China , and then the significance of building the Chengdu - Chongqing economic circle into the fourth economic growth pole of China is expounded . The fifth part discusses the path of cultivating Chengdu - Chongqing Economic Area as the fourth economic growth pole of China . It mainly includes establishing the positioning of Chengdu - Chongqing economic zone in the national economic development strategy , developing the leading leading industry in China , developing the central city and cultivating the intermediate urban group , and innovating the regional coordination mechanism . This hope to play a certain reference role in the development of Chengdu - Chongqing economic zone .
