环境规制对区域技术效率的影响研究

【摘要】:环境问题一直是我国经济发展中的焦点和热点问题,针对存在的环境问题,国家提出环境规制政策。但环境规制政策是否在保护环境的同时促进区域技术效率却是目前一个争论不休的热点话题。本文在充分梳理国内外相关文献的基础上,,引入环境容量这一指标,并充分考虑我国区域经济发展不平衡这一现状,先把我国30个省份进行统一分析,在此基础上再对东、西部进行分开研究,在此基础上对比分析环境规制强度对我国地区技术效率是否有着显著性影响。 本文利用DEA工具基于C2R模型采用我国30个省份2006年至2010年的面板数据对区域技术效率进行分析。在大量阅读国内外参考文献的基础上,本文选定“RD经费投入”和“RD人员投入”作为技术效率投入指标,选定“国内三种专利申请授理数”作为技术效率产出指标来分析区域技术效率。本文实证分析表明,在技术效率这一方面,东部地区的技术效率确实是比西部地区要高一些。但是,西部追赶之势强大,二者之间的差距在逐步缩小,截止到2011年已相差不大。 在此基础上,把“区域技术效率”作为被解释变量,把代表环境规制强度的“工业废水排放较少量”,“二氧化硫排放减少量”,“污染治理投资所占GDP的比例”和环境容量中的代表之一“水环境容量”,“环境污染、破坏事件(突然事件)的次数”及“地区经济规模”作为解释变量,把“RD经费投入”和“RD人员投入”作为控制变量进行计量回归分析。回归分析表明,环境规制强度对我国区域技术效率的影响是显著的,而环境容量对我国区域技术效率却没有显著的影响。 因为我国的经济发展情况存在着很大的地区差异性,鉴于此,本文把我国东西两部分开研究,在此基础上,对比分析。实证分析结果表明,就我们东部地区而言,环境规制对其地区技术效率的影响是显著的,但对我们西部地区而言,则影响不大。而环境容量对我国西部地区的技术进步率有着显著的影响,而对我国东部地区则影响不显著。
[Abstract]:Environmental problems have always been the focus and hot issues in China's economic development, aiming at the existing environmental problems. The national environmental regulation policy is put forward, but whether the environmental regulation policy promotes the regional technical efficiency while protecting the environment is a hot topic at present. . Introducing the index of environmental capacity and taking into account the imbalance of regional economic development in China, the 30 provinces of our country are analyzed in a unified way, and then the east and west are studied separately. On the basis of this, the paper contrasts and analyzes whether the environmental regulation intensity has significant influence on the regional technical efficiency of our country. Based on the C2R model, this paper analyzes the regional technical efficiency by using the panel data from 2006 to 2010 in 30 provinces of China using DEA tools. Based on a large number of references at home and abroad, this paper analyzes the efficiency of regional technology. . This paper chooses "R D funds input" and "R D personnel input" as the technical efficiency input index. Selected "three kinds of patent application grant number" as the technical efficiency output index to analyze the regional technical efficiency. The empirical analysis shows that the technical efficiency in this respect. The technical efficiency of the eastern region is indeed higher than that of the western region, but the western catch-up trend is strong, and the gap between the two regions is gradually narrowing, and by 2011 there was no difference. On this basis, "regional technical efficiency" is taken as the explanatory variable, "industrial wastewater discharge is small" and "sulfur dioxide emission is reduced", which represents the intensity of environmental regulation. "proportion of pollution control investment in GDP" and "water environmental capacity", "environmental pollution", one of the representatives of environmental capacity. "the number of destructive events (sudden events)" and "regional economic scale" as explanatory variables, "R D expenditure" and "R D personnel input" as control variables were used as econometric regression analysis. Regression analysis showed that. The influence of environmental regulation intensity on the regional technical efficiency is significant, but the environmental capacity has no significant effect on the regional technical efficiency of our country. Because there is a great regional difference in the economic development of our country, in view of this, this paper studies the east and west parts of our country, on the basis of which, the comparative analysis. The empirical analysis results show that. As far as our eastern region is concerned, the impact of environmental regulation on its regional technical efficiency is significant, but for our western region. The environmental capacity has a significant effect on the rate of technological progress in the western part of China, but not on the eastern part of China.
