省级开发区产城融合模式及评价体系研究

【摘要】:随着经济全球化步伐的加快、中国改革开放的深化和国际国内的新形势,中国开发区赖以快速发展的特殊优势被不断削弱,如何保持开发区产业发展的优势,继续保持区域经济增长极的地位,同时实现开发区自身转型,破解发展瓶颈,成为现阶段中国开发区的首要问题,中国开发区已然进入了加快转型的上升通道。相对于拥有优厚政策扶持,科学规划指导,集聚国内外研究热点的国家级开发区而言,中国的省级开发区基数更大、分布更广、与地方关系更密切,然而单独针对省级开发区转型升级的研究却凤毛麟角。虽然国家级开发区的快速发展带动了整个区域甚至国家的产业升级和竞争力提升,但是,只有全国近千家省级开发区的全面升级,才能带领中国开发区进入从数量扩张向质量提升的新阶段。在地理区位上,省级开发区一般位于城市向乡村过度的郊区地带,或依托小城镇进行发展建设。因此,相较于大型的国家级开发区从建设之初就以高标准的城市设施进行配套,省级开发区对城市的依赖更加显著,与其母城的资源共享更加频繁,转型期对产城融合的需求更加迫切。在功能承载上,省级开发区不仅承担着加快城乡一体化进程重要使命,更是发展水平较高的中小城市借全球新产业价值链形成、产业空间重组的“春风”,进行产能升级,产业创新,提升全球竞争力,加深城镇化程度的重要空间载体。本文以中国开发区的升级转型为背景,以产城融合的转型路径为视角,以省级开发区为研究对象,以分析总结开发区产城融合的发展阶段、发展模式、发展动力为理论架构,以构建省级开发区产城融合度综合评价体系为目标,以江苏省省级开发区产城融合度对比为实证支撑展开研究。研究结论主要有:(1)产城融合的三个发展阶段:产城分离、产城互动、产城融合;(2)产城融合的三种融合模式:飞地模式、郊区模式、嵌入模式;(3)产城融合动力因素及三种融合模式下的动力机制;(4)构建省级开发区产城融合度综合评价指标体系,从定性分解到定量分析,最后进行定量综合,较为直观地评价开发区的产城融合度,用以开发区进行产城融合度的测算,并根据指标体系中的各目标层得分,发现其在发展转型中所存在的问题,并有针对性地进行升级改进。同时也便于不同开发区之间就产城融合度进行横向比较,以总结各开发区自身的优势和劣势。
[Abstract]:With the acceleration of the pace of economic globalization, the deepening of China's reform and opening up and the new situation at home and abroad, the special advantages on which China's development zones rely for rapid development have been continuously weakened. How to maintain the advantages of industrial development in the development zones? To continue to maintain the position of regional economic growth pole, at the same time to realize the transformation of the development zone itself and to break the bottleneck of development, has become the most important issue in China's development zones at this stage. China's development zones have entered an upward path to accelerate the transformation. Compared with state-level development zones with generous policy support, scientific planning guidance, and domestic and foreign research hot spots, China's provincial development zones have a larger base and wider distribution. Although research on the transformation and upgrading of provincial development zones is rare, the rapid development of national development zones has led to the upgrading and competitiveness of the entire region and even the country. Only through the overall upgrading of nearly 1,000 provincial development zones in the country can they lead China's development zones to a new stage of expansion from quantity to quality. In terms of geographical location, provincial development zones are generally located in suburban areas where cities are in transition to rural areas. Or rely on small towns for development and construction. Therefore, compared with large state-level development zones, which are matched with high standards of urban facilities from the beginning of construction, provincial development zones are more dependent on cities. The resource sharing with its mother city is more frequent, and the need for the integration of industrial and urban areas is more urgent in the transition period. In terms of function bearing, provincial development zones not only undertake the important mission of speeding up the process of urban and rural integration, Small and medium-sized cities with a higher level of development take advantage of the new global industrial value chain to form the "spring breeze" of industrial space restructuring, to upgrade their production capacity, to innovate their industries, and to enhance their global competitiveness. This paper takes the upgrading and transformation of China's development zones as the background, takes the transition path of the integration of industry and city as the perspective, takes the provincial development zones as the research object, and analyzes and summarizes the development stage of the integration of industrial and urban development zones. The development model, the development motive force is the theoretical framework, the goal is to construct the comprehensive evaluation system of the provincial development zone's finance degree. Based on the comparison of the financial integration degree of the provincial development zones in Jiangsu Province, the paper makes an empirical study. The conclusion of the study mainly includes three stages of the integration of production and city: separation of production and city, interaction of industry and city, Three kinds of fusion models: enclave model, suburb model, embedded model and so on) the dynamic factors of the integration of production and city and the dynamic mechanism under the three kinds of integration modes. 4) to construct the comprehensive evaluation index system of the degree of integration of production and city in provincial development zones, and to build a comprehensive evaluation index system of the degree of integration of production and city in provincial development zones. From qualitative decomposition to quantitative analysis, finally, quantitative synthesis is carried out to evaluate the degree of financial integration of the development zone directly, which can be used to calculate the degree of financing of the development zone, and according to the score of each target layer in the index system, The problems existed in the development and transformation are found, and the upgrading and improvement are carried out pertinently. At the same time, it is convenient for different development zones to compare the financing degree of production and city horizontally, in order to sum up the advantages and disadvantages of each development zone itself.
