洞庭湖生态经济区生态承载力评价研究

【摘要】:加快推进洞庭湖生态经济区建设的步伐,体现了推进生态文明建设的战略要求,体现了保障国家粮食、生态、民生的现实要求,也体现了完善区域发展战略的内在要求。洞庭湖生态经济区的建设必须以生态承载力为基础和保障,以遵循自然、经济和社会发展规律为前提。通过对洞庭湖生态经济区生态承载力的综合评价研究,以促进区域内人口、资源、环境、社会、经济的协调发展,为洞庭湖生态经济区的建设提供决策参考,从而推动湖南两型社会的建设进程。 在对国内外生态承载力研究现状进行深入研究的基础上,本文主要内容有:(1)结合自然地理、生态环境、社会经济发展的现状,参考国内有关生态承载力研究的评价指标体系,从生态弹性力,资源承载力、环境承载力和人类支持力四个方面构建了洞庭湖生态经济区生态承载力综合评价指标体系;(2)采用指标体系综合评价方法,根据主成分分析法原理,对洞庭湖生态经济区2008年—2012年生态承载力各子系统的情况进行计算和分析;(3)运用层次分析法确定各子系统承载力的权重,采用区域生态承载力的综合评价的分级方法,对洞庭湖生态经济区2008年—2012年的生态承载力的发展状况进行综合评价。(4)根据评价研究结果,探讨了提升洞庭湖生态经济区生态承载力的基本对策。 通过研究分析,得出以下基本结论:(1)2008年—2012年洞庭湖生态经济区的生态承载力总体变化趋势可分为两个阶段:2008年—2010年生态承载状况总体呈现缓慢上升趋势,但2010年—2012年呈现出下降趋势,到2011年底下降趋势有所缓和;(2)2010年—2012年洞庭湖生态经济区综合评价指标体系中的四个子系统的变化趋势:生态弹性力、资源承载力的变化趋势与生态承载力整体变化趋势较一致,三项指数均是2011年下降到最低值后,开始回升的趋势;人类支持力指数2008年—2012年逐年上升;而环境承载力指数2008年—2012年整体上呈明显下降趋势;(3)洞庭湖生态经济区生态承载力2008年—2012年整体状况不容乐观,特别是环境承载力子系统的现状,值得高度关注;(4)水资源的利用效率、土地资源的利用的现状以及区域农业、工业发展对生态环境的污染状况是洞庭湖生态经济区生态承载力状况的主要影响因素。
[Abstract]:Speeding up the pace of promoting the construction of the ecological economic zone of Dongting Lake reflects the strategic requirements for promoting the construction of ecological civilization and the realistic requirements for ensuring the national grain, ecology and people's livelihood. The construction of ecological economic zone of Dongting Lake must be based on ecological carrying capacity and guarantee, in order to follow the nature, Based on the comprehensive evaluation of ecological carrying capacity of ecological economic zone of Dongting Lake, in order to promote the coordinated development of population, resources, environment, society and economy in the region, This paper provides a decision-making reference for the construction of Dongting Lake ecological economic zone and promotes the construction process of Hunan two-type society. On the basis of deep research on the research status of ecological carrying capacity at home and abroad, the main contents of this paper are as follows: (1) combining the present situation of natural geography, ecological environment, and social and economic development, referring to the domestic evaluation index system of ecological carrying capacity research. The comprehensive evaluation index system of ecological carrying capacity of Dongting Lake Ecological Economic Zone is constructed from four aspects of ecological elasticity, carrying capacity of resources, carrying capacity of environment and support of human beings. The comprehensive evaluation method of index system is adopted, and the principle of principal component analysis is used according to the principle of principal component analysis. Based on the calculation and analysis of the subsystems of ecological carrying capacity in Dongting Lake Ecological Economic Zone from 2008 to 2012, the weight of each subsystem is determined by analytic hierarchy process (AHP), and the classification method of comprehensive evaluation of regional ecological carrying capacity is adopted. The development of ecological carrying capacity of Dongting Lake Eco-Economic Zone from 2008 to 2012 was comprehensively evaluated. (4) based on the evaluation results, the basic countermeasures to enhance the ecological carrying capacity of Dongting Lake Eco-Economic Zone were discussed. Through research and analysis, the following basic conclusions are drawn: from 2008 to 2012, the ecological carrying capacity of Dongting Lake Eco-Economic Zone can be divided into two stages: from 2008 to 2008, the overall ecological carrying capacity of Dongting Lake shows a slow upward trend. However, from 2010 to 2012 there was a downward trend, and by end of 2011 the downward trend was somewhat moderated.) the four subsystems in the comprehensive evaluation index system of ecological economic zone of Dongting Lake from end of 2011 to end of 2011 showed a trend of change: ecological elasticity, ecological elasticity, ecological elasticity, ecological elasticity, ecological elasticity, ecological elasticity and ecological elasticity. The change trend of resource carrying capacity is consistent with the overall change trend of ecological carrying capacity. The three indexes are all the ones that began to rise after falling to the lowest value in 2011, and the human support index increased year by year from 2008 to 2012. The environmental carrying capacity index of Dongting Lake Ecological Economic Zone from 2008 to 2008 is not optimistic, especially the present situation of the environmental carrying capacity subsystem. It is worth paying close attention to the utilization efficiency of water resources, the present situation of land resources utilization and the pollution of ecological environment caused by regional agriculture and industrial development, which are the main influencing factors of ecological carrying capacity of ecological economic zone of Dongting Lake.
