我国环保投资效应分析

【摘要】:随着我国经济的快速发展,环境问题日益凸显,我国对环境保护愈发重视。我国环保投资规模不断扩大,环境保护的投资总额占GDP的比重逐年增高。通过对环保投资现状分析发现,我国环保投资规模跟发达国家相比仍然不足,环保投资结构存在着不合理之处。《“十三五”生态环境保护规划》强调“十三五”期间,我国环境质量将实现总体改善,并将环境治理作为我国各级政府的重要任务,实现中央环保督查工作的全覆盖。环境保护投资是为保护环境进行的投资行为,环保投资的规模和结构分配决定了环保投资的效应大小,环保投资效果又直接影响到我国的环境质量的改善,为测度我国环保投资的环境效应与经济效应,论文选取2004-2014年全国30个省市(除西藏、港澳台外)的面板数据,将环保投资总额及其结构分项分别作为自变量,运用计量分析软件EVIEWS 9.0,对我国30个省市环保投资的环境效应与经济效应进行综合考虑,运用面板效应模型进行实证分析,得出30省市的环保投资对环境质量与经济发展的影响程度,比较各省市间的环保投资影响程度差异。研究结果表明,环保投资对环境治理及经济发展均具有正效应。环保投资能够提升我国30个省市能源利用率、垃圾处理能力。这两个指标的平均影响程度分别为0.716、0.770。这说明环保投资对我国环境改善具有促进作用。环保投资能够拉动经济总量的提升、就业总量的增长。环保投资总额对我国30省市的国内生产总值、从业人员数的平均影响程度均为正值,分别为1.344、0.169。其中,环保投资对经济总量的拉动作用贡献较为明显,相对而言环保投资对就业情况促进作用不强。环保投资结构分项作用程度不同。在环保投资结构中,城镇基础设施建设投资的综合影响程度为0.238,建设项目“三同时”项目投资的综合影响程度为0.130,工业污染源治理投资的综合影响程度为0.060,由此可见城镇基础设施建设投资对环境质量的改善和经济发展的推动起到了较强的促进作用。我国各省市的环保投资效应存在地区差异性。青海、黑龙江、山东这三个省市的环保投资对其环境和经济的效应较差,而山西、上海、安徽的环保投资对其经济和环境的促进效果最好,综合影响程度为1.039、0.908、0.906,位居30个省市的前三名。综合来看,上海市的环保投资效应发挥作用最大,其中城镇基础设施建设投资影响程度是全国均值的2倍多。通过对我国30个省市的环保投资现状分析及实证进行分析,针对我国环保投资总量不足、投资结构配置不合理、地区差异较大等问题,最后提出拓宽环保投资的融资渠道、合理配置环保投资的流向等一系列相关的对策建议,以期优化我国的环保投资的决策支持,提高我国环保投资的环境与经济效应,最终实现环境质量改善的同时,促进经济的协调发展。
[Abstract]:With the rapid development of our country's economy, environmental problems become increasingly prominent, and our country pays more and more attention to environmental protection. The proportion of total investment in environmental protection in GDP is increasing year by year. Through the analysis of the current situation of environmental protection investment, it is found that the scale of environmental protection investment in China is still insufficient compared with developed countries. There is irrationality in the structure of environmental protection investment. The "13th Five-Year Plan" emphasizes that during the "13th Five-Year Plan", environmental quality in China will achieve overall improvement, and environmental governance will be regarded as an important task of our governments at all levels. Environmental protection investment is an investment behavior to protect the environment. The scale and structure of environmental protection investment determines the effect of environmental protection investment. In order to measure the environmental and economic effects of environmental protection investment in China, the panel data of 30 provinces and cities (except Tibet, Hong Kong, Macao and Taiwan) from 2004 to 2014 are selected. Taking the total amount of environmental protection investment and its structural sub-items as independent variables, using the econometric analysis software EVIEWS 9.0, the environmental and economic effects of environmental protection investment in 30 provinces and cities in China are comprehensively considered, and the panel effect model is used to carry out empirical analysis. The influence degree of environmental protection investment on environmental quality and economic development of 30 provinces and cities is obtained, and the difference of environmental protection investment between different provinces and cities is compared. Environmental protection investment has a positive effect on environmental governance and economic development. Environmental protection investment can improve the energy efficiency of 30 provinces and cities in China. The average influence degree of these two indexes is 0.716 ~ 0.770. This shows that environmental protection investment can promote the environment improvement of our country. The growth of total employment. The average impact of the total investment in environmental protection on the GDP and the number of employees of 30 provinces and cities in China is positive, which is 1.344 or 0.169 respectively. Among them, the contribution of environmental protection investment to the pulling effect of the total economic output is more obvious. Relatively speaking, environmental protection investment does not promote employment situation strongly. The effect of environmental protection investment structure is different. In the structure of environmental protection investment, The comprehensive influence degree of urban infrastructure construction investment is 0.238, that of construction project "three simultaneous" project investment is 0.130, and that of industrial pollution source treatment investment is 0.060. It can be seen from this that urban infrastructure construction can be seen. Investment has played a strong role in promoting the improvement of environmental quality and economic development. There are regional differences in the effects of environmental protection investment in various provinces and cities in China. Environmental protection investment in Heilongjiang and Shandong provinces and cities has a poor impact on their environment and economy, while environmental protection investment in Shanxi, Shanghai, and Anhui has the best impact on their economy and environment. The comprehensive influence degree is 1.039% 0.908% 0.906, ranking the top three of 30 provinces and cities. In a word, the environmental protection investment effect in Shanghai is the most effective. The influence degree of urban infrastructure investment is more than 2 times of the national average. Through analyzing the present situation of environmental protection investment in 30 provinces and cities in China, the paper analyzes the total amount of environmental protection investment in our country is insufficient, and the investment structure allocation is unreasonable. Finally, this paper puts forward a series of relevant countermeasures and suggestions, such as widening the financing channels of environmental protection investment and rationally allocating the flow of environmental protection investment, in order to optimize the decision support of environmental protection investment in China. To improve the environmental and economic effects of environmental protection investment in China, and finally to improve the environmental quality, and promote the coordinated development of the economy at the same time.
