我国战略性新兴产业发展对就业结构的影响

【摘要】:战略性新兴产业是我国于近几年提出的论题,,目前仍然处于初级阶段,通过战略性新兴产业的发展可以促进经济增长和产业结构优化。与此同时,我国就业结构二三产业所占比重较低,现存的劳动力技能水平低下、素质层次不高和产业间流动缓慢等因素带来了诸如就业结构滞后于产业结构以及结构性矛盾等问题。基于此,本文试图通过对战略性新兴产业发展及其对就业结构的影响进行研究,以期为就业结构现存问题的解决做些有益的探索。 本文首先通过对相关文献的梳理,提出本文立论的基础,即战略新兴产业发展是否会对我国就业结构产生影响、如何影响以及相关因素怎样影响我国就业结构。然后,依据我国战略性新兴产业发展对就业结构影响的理论机制和现状分析组建面板数据模型,运用三十个省市的数据,分东中西部三个地区和五大行业就我国战略性新兴产业对就业结构的影响进行实证分析并解释。 通过理论机理分析与实证检验,本文得出如下结论:①战略新兴产业的发展对我国三次产业劳动力的就业结构优化具有促进作用,中部省市作用最大,东部省市作用最小,西部省市作用介于两者之间;②代表生物产业的医药制造业和医疗设备及仪器仪表制造业与就业结构优化正相关,作用最大,代表高端装备制造产业的航空航天器制造业与就业结构优化负相关,代表新材料产业的电子计算机及办公设备制造业和代表新一代信息技术产业的电子及通信设备制造业与就业结构优化不相关;③行业工资差距太大不利于我国三次产业劳动力就业结构优化;④劳动力的供给和受高等教育人口比重的增加能够改善我国三次产业劳动力就业结构。最后,本文就我国战略性新兴产业发展和就业结构优化提出针对性的政策建议。
[Abstract]:Strategic emerging industry is a topic put forward by our country in recent years. It is still in the primary stage. Through the development of strategic emerging industry, it can promote economic growth and industrial structure optimization. The proportion of the secondary and tertiary industries in China's employment structure is relatively low, and the existing level of labor skills is low. Factors such as low quality level and slow flow between industries have brought about problems such as the lag of employment structure in industrial structure and structural contradictions. This paper attempts to study the development of strategic emerging industries and its impact on the employment structure in order to solve the existing problems of employment structure to do some useful exploration. First of all, by combing the relevant literature, this paper puts forward the basis of this paper, that is, whether the development of strategic emerging industries will have an impact on the employment structure of our country, how to influence and how the relevant factors affect the employment structure of our country, and then how to influence the employment structure of our country. According to the theoretical mechanism and current situation analysis of the influence of the development of strategic emerging industries on the employment structure in China, the panel data model is established, and the data from 30 provinces and cities are used. This paper analyzes and explains the influence of strategic emerging industries on employment structure in three regions and five industries in the east, middle and west of China. Through theoretical mechanism analysis and empirical test, this paper draws the following conclusions: the development of the new industry of "1: 1" strategy can promote the optimization of the employment structure of the third industrial labor force in China, the central province has the biggest role, the eastern province has the least role. The pharmaceutical manufacturing industry, the medical equipment and instrument manufacturing industry, which represents the biological industry in the western provinces and cities, has a positive correlation with the optimization of the employment structure, and plays the most important role. The aerospace manufacturing industry, which represents the high-end equipment manufacturing industry, has a negative correlation with the optimization of the employment structure. The computer and office equipment manufacturing industry, which represents the new material industry, and the electronic and communication equipment manufacturing industry, which represents the new generation information technology industry, are not related to the optimization of employment structure. Optimizing the employment structure of industrial labor force and increasing the proportion of labor force in higher education can improve the employment structure of industrial labor force of three times in China. This paper puts forward some policy suggestions on the development of strategic emerging industries and the optimization of employment structure.
