辽宁省城乡协调发展的测度与评价研究

【摘要】：随着我国经济的发展,城乡二元结构矛盾的不断突出成为制约我国经济继续快速发展的重要因素。同时“三农”问题作为政府主要工作之一,是构建和谐社会主义的基本目标。党的十八大报告中提出解决“三农”问题是重中之重,并指出要通过城乡协调发展实现城乡一体化来化解该难题。因此城乡协调发展对我国乃至辽宁省经济发展有着重要的战略意义。本文首先对城乡协调的基本概念进行了阐述,分析了城乡协调发展的内在动力机制以及城乡协调发展的意义,并且结合国内外学者的研究,阐述了城乡协调发展的相关理论,为下面的定性以及定量分析做基础。然后在分析辽宁省城乡发展现状的基础上,定性的对辽宁省的城乡协调发展进行了深入的剖析,包括辽宁省产业协调发展现状、县域经济发展态势、城乡资金配置情况、城乡劳动力流动、城乡居民生活水平、城乡社会福利情况。接着通过选取经济性指标、空间性指标、教育生活指标测量了辽宁省14个城市以及辽宁省近十年的城乡协调度,先通过主层次分析法对指标进行优化,然后通过AHP法进行测量,结果显示辽宁省整体实现初步协调,省内的沈阳和大连实现初步协调,其他城市仍然处于失调水平。最后结合前面定性和定量的分析结果,分析了辽宁省城乡协调度不够高的原因。针对辽宁省城乡协调问题提出了相关的政策建议,政府要加大对城乡协调建设的重视,并从整体上进行规划；优化产业结构；提高农民整体收入水平；加大金融机构和政府对农业的支持以及提高农民的社会福利。最后提出了本文存在的不足以及未来的研究方向。
[Abstract]:With the development of our country's economy, the contradiction between urban and rural dual structure has become an important factor restricting the rapid development of our country's economy. At the same time, the issue of "agriculture, countryside and farmers" is one of the main tasks of the government. It is the basic goal of building harmonious socialism. In the report of the 18 National Congress of the Communist Party of China, it is proposed that the solution of the "three rural issues" is the most important. It is pointed out that it is necessary to realize the integration of urban and rural areas through the coordinated development of urban and rural areas. Therefore, the coordinated development of urban and rural areas has important strategic significance for the economic development of China and even Liaoning Province. Firstly, this paper expounds the basic concept of urban-rural coordination. This paper analyzes the internal motive mechanism of urban-rural coordinated development and the significance of urban-rural coordinated development, and expounds the relevant theories of urban-rural coordinated development based on the research of scholars at home and abroad. On the basis of the analysis of the present situation of urban and rural development in Liaoning Province, the author makes a deep analysis of the coordinated development of urban and rural areas in Liaoning Province, including the current situation of coordinated industrial development in Liaoning Province. The development situation of county economy, the allocation of urban and rural funds, the flow of urban and rural labor force, the standard of living of urban and rural residents, the social welfare of urban and rural areas. The index of educational life has measured the degree of urban-rural coordination in 14 cities in Liaoning Province and in Liaoning Province in the past ten years. The index is optimized by principal hierarchy process (AHP), and then measured by AHP method. The results show that the overall coordination of Liaoning Province has been preliminarily realized. Shenyang and Dalian in the province have achieved initial coordination, while other cities are still at a misaligned level. Finally, combining the qualitative and quantitative results of the previous analysis, This paper analyzes the reasons why the coordination between urban and rural areas in Liaoning Province is not high enough, and puts forward some relevant policy suggestions for the coordination between urban and rural areas in Liaoning Province. The government should pay more attention to the construction of coordination between urban and rural areas, and make overall planning and optimize the industrial structure. In the end, the paper puts forward the deficiency of this paper and the research direction in the future, as well as increasing the support of financial institutions and government to agriculture and improving the social welfare of farmers.
