基于低碳经济的北京市产业结构优化研究

【摘要】:以气候变暖为主要特征的全球气候变化是21世纪全人类共同面临的重大环境挑战,也是威胁人类生存的严重问题。研究表明,全球气候变暖同温室气体的排放直接相关,而温室气体的排放与产业结构又有着密切的关系。在经济规模相同的情况下,产业结构的合理与否会造成碳排放量的巨大差异,产业结构优化对发展低碳经济起着至关重要的作用。因此,要阻止气候变暖就要从产业结构入手,寻求一条低碳化的发展道路。 北京市作为我国首都,是全国的政治中心、文化中心,这一角色要求北京市在发展的过程中既不能走重工业化的发展道路,也不能完全脱离实体经济。基于北京市的城市功能定位,发展低碳经济已经不再是一种可有可无的发展理念,而是一种带有强制性的需求。 本研究首先对北京市产业结构现状进行分析,以低碳经济为核心建立产业结构优化评价体系,并对北京市的产业结构进行优化评价,评价内容涉及经济、社会、生态环境三个系统。同时结合北京市产业结构低碳化发展的制约因素,制定出基于低碳经济的北京市产业结构优化对策建议,包括:第一,树立正确的低碳经济发展理念。第二,加大非化石新能源的开发利用。第三,全面推动低碳技术的创新与进步。第四,加大北京市财政扶持力度。
[Abstract]:Global climate change, characterized by global warming, is a major environmental challenge facing all mankind in 21th century and a serious problem threatening the survival of mankind. Research shows that global warming is directly related to greenhouse gas emissions. However, greenhouse gas emissions are closely related to the industrial structure. When the economic scale is the same, whether the industrial structure is reasonable or not will cause a huge difference in carbon emissions. The optimization of industrial structure plays an important role in the development of low-carbon economy. Therefore, in order to prevent climate warming, we must start with the industrial structure and seek a path of low-carbon development. As the capital of our country, Beijing is the political center and cultural center of the country. This role requires that Beijing should neither take the road of heavy industrial development in the course of its development. Based on Beijing's urban function, the development of low-carbon economy is no longer an optional concept of development, but a mandatory demand. This study firstly analyzes the present situation of Beijing's industrial structure, establishes an industrial structure optimization evaluation system with low-carbon economy as the core, and optimizes the industrial structure of Beijing. The evaluation content involves economy and society. Three systems of ecological environment. At the same time, combined with the constraints of the development of low carbonization of Beijing's industrial structure, the countermeasures and suggestions for the optimization of Beijing's industrial structure based on low-carbon economy are formulated, including: first, Establish a correct concept of low-carbon economy development. Second, increase the development and utilization of non-fossil new energy. Third, promote the innovation and progress of low-carbon technology in an all-round way. 4th, increase financial support in Beijing.
