中三角、长三角和珠三角经济科技发展比较研究

【摘要】：世界各国几十年的经验表明城市群正成为影响人类发展最重要的空间载体，成为区域竞争力的重要体现。国际城市群的发展日益成熟，中心城市的作用日益凸显，城市群内部分工协作趋势显著，中国要参与国际竞争就必须要提高城市群的竞争力，而作为我国发展领先的长三角和珠三角由于依靠投资和消耗资源拉动经济增长的粗放型模式，也渐渐进入了发展瓶颈，加上国际金融危机的影响，中国作为世界工厂的优势也不再明显，新的经济增长点已经由沿海地区逐渐转入中部地区，中三角凭借其区位优势和基础实力承接沿海地区的产业转移，成为我国新的第四增长极。由于中三角目前处于初步构建阶段，中心城市功能偏弱，城市群结构不健全，产业同构问题和贸易壁垒严重，发展方式没有得到根本改变，急需一个统一的规划来整合中三角的发展，而本文通过研究中三角、长三角和珠三角经济科技发展差距，找出中三角发展的不足，同时通过借鉴长三角和珠三角的发展经验，结合本土特色，，提出中三角崛起的政策建议。本文的研究主要分为6个章节，第1章对研究的目的和意义进行了简单描述，并对区域经济发展理论和城市群发展理论国内外现状进行了综述，并介绍了长三角、珠三角、中三角的研究现状。第2章主要介绍了区域间经济科技比较指标体系及其设计的原则，并介绍了区域间经济科技比较评价模型的选择。第3章主要对中三角、长三角和珠三角基本概况，发展历程、经济科技发展结构进行了对比分析。第4章根据区域间经济科技比较指标体系的设计选取中三角、长三角和珠三角相关的经济科技发展的数据进行综合评价，运用熵值法对指标进行客观赋权，得出综合评价分数，综合比较中三角、长三角和珠三角的经济科技发展差距，总结中三角发展的不足之处，即中三角发展潜力巨大但是综合实力和长三角、珠三角比有差距，中心城市实力有待提升，揭示了长三角和珠三角发展启示。第5章主要阐述了中三角构建的现实基础和必要性，并提出了中三角崛起的战略设想（指导思想，战略定位，发展目标和总体思路）和对策建议。最后对全文的研究内容进行了总结和展望。
[Abstract]:The world's decades of experience shows that the city group is becoming the most important carrier of human development space, has become an important indicator of regional competitiveness. The development of the international city group is increasingly mature, the center city plays an increasingly prominent role in the internal division of labor, trend of city group is significant, Chinese should participate in international competition must improve the competitiveness of the city group. But as China's leading the development of Yangtze River Delta and Pearl River Delta due to rely on investment and consumption of the extensive mode of resources to promote economic growth, has gradually entered the bottleneck, plus the impact of the financial crisis, as the world's factory Chinese advantage is no longer obvious, a new economic growth point has been gradually transferred to the central region from coastal areas in the triangle, by virtue of its geographical advantages and the basis of the strength to undertake coastal industrial transfer, to become China's new fourth growth pole.
Because the triangle is currently in the initial construction stage, the center city function weak city group structure is not perfect, the industrial isomorphism problem and trade barriers seriously, mode of development has not been fundamentally changed, in urgent need of a unified plan to integrate the development in the Delta, and through the study of River Delta, Yangtze River Delta and Pearl River Delta economic and technological development gap. Deficiencies in delta development, at the same time through the development experience of Yangtze River Delta and Pearl River Delta, combined with local characteristics, put forward in the triangle rise policy recommendations.
This paper is divided into 6 chapters, the first chapter the purpose and significance of the research are described briefly, and the theory of regional economic development and the current situation of the development of city group theory at home and abroad were reviewed, and the Yangtze River Delta, Pearl River Delta, in the research triangle. The second chapter mainly introduces the regional economic technology comparison of the index system and the principle of design, and introduced the choice of evaluation model of regional economic technology. The third chapter of the Delta in the course of development of Yangtze River Delta and Pearl River Delta, the basic situation, development of economy and technology structure are compared and analyzed. The fourth chapter according to the selected design triangle regional economic technology comparison index system. Comprehensive evaluation of Yangtze River Delta and Pearl River Delta economic development in science and technology related data, using the entropy method of objective weighting index, the comprehensive evaluation scores, comprehensive comparison in the long triangle. Economic and technological development gap between the angle and the Pearl River Delta, this paper summarizes the inadequacies in the delta development, namely delta development potential but the comprehensive strength and the Yangtze River Delta, Pearl River Delta city center than the gap, the strength should be improved, reveals the Yangtze River Delta and Pearl River Delta development. The fifth chapter mainly elaborates the necessity and realistic foundation in the construction of triangle, and puts forward the strategic vision in the rise of the triangle (overall goals and ideas for the development of the guiding ideology, strategic positioning and countermeasures. Finally,) research contents of the dissertation are summarized and prospected.
