当代中国贫富差距与分配制度改革研究

【摘要】：近十年来,中国每一年的基尼系数都高于0.47,大大超过国际上0.4的警戒线,贫富差距处于较大状态。因此对中国来说,研究如何通过改革分配制度有效缓解贫富差距具有极大的理论价值与现实意义。首先,本文运用比较研究法、定性分析法、等分法分析当代中国贫富差距现状、表现和特征。其次,深入分析中国现有分配制度存在的问题与不足,并指出人类对财富的追求不是造成当前贫富差距悬殊的主要原因,人不应该被视为拉大贫富差距的罪魁祸首。现有分配制度缺失公平与正义对贫富差距具有极大地拉大作用。最后,本研究有针对性地提出改革当前分配制度缓解当代中国贫富差距,这些对策包括：规范初次分配秩序,建立公平有序的分配制度；充分发挥政府当局间接宏观调控职能,优化政府再分配体系；增强对灰色收入与非法收入的治理与规范；广泛动员社会力量,有效发挥第三次分配的补充作用。
[Abstract]:In the past decade, China's Gini coefficient has been higher than 0.47 every year, which is much higher than the international warning line of 0.4, and the gap between the rich and the poor has been large. So for China, It is of great theoretical value and practical significance to study how to effectively alleviate the gap between the rich and the poor through the reform of the distribution system. Firstly, this paper analyzes the current situation of the gap between the rich and the poor in contemporary China by means of comparative research, qualitative analysis and equal division. Performance and characteristics. Secondly, an in-depth analysis of the problems and shortcomings of China's existing distribution system and pointing out that the pursuit of wealth by mankind is not the main cause of the current disparity between the rich and the poor. People should not be seen as the chief culprits for widening the gap between the rich and the poor. The lack of fairness and justice in the existing distribution system plays a significant role in widening the gap between the rich and the poor. Finally, This study proposes to reform the current distribution system to alleviate the gap between the rich and the poor in contemporary China. These countermeasures include: standardizing the initial distribution order, establishing a fair and orderly distribution system, giving full play to the indirect macro-control functions of the government authorities, To optimize the government redistribution system; to strengthen the governance and regulation of grey income and illegal income; to mobilize social forces extensively to effectively play the supplementary role of the third distribution.
