东部产业转出度量视角下的西部承接产业选择问题研究

【摘要】：随着我国经济改革进程的不断深入,解决区域经济发展不平衡这一矛盾的步伐也随之加快,区域间产业转移成了改善矛盾的重要途径。特别是对于经济发展相对落后的西部地区而言,承接转移产业无疑是调整西部产业结构、促进西部产业升级的难得机遇,而把握这次机遇的关键就在于承接产业的选择。承接产业的选择需要明确两个问题：一是产业承接的外部可能性,即转出地产业转出的趋势；二是产业承接的内部基础,即承接地自身具有的优势。而就我国当前经济发展的状况来看,西部在国内承接的产业主要来自经济较发达的东部地区,因而东部地区产业转移的趋势就决定了西部未来产业承接的外部可能性。但由于不同经济时期,产业转移趋势也有所不同。特别是金融危机后,东部受生产成本和环境资源制约的矛盾更加激化,再加上国外经济下行压力及市场倒逼机制使得东部产业升级需求迫切,产业向外转出的趋势也有了新的特点。对作为承接地的西部地区而言,随着西部大开发战略的实施和各项支持政策的提出,西部经济得到了快速发展,不论从经济基础、工业化进程还是产业结构方面都有了更进一步的发展。不仅产业承接的总体实力有所提高,针对各细分行业的承接也更加具有优势。因此,西部在结合自身产业优势的同时,把握东部产业转出的新趋势,从而选择适合西部承接基础和发展方向的产业对西部未来的发展意义重大。本文首先明确东部地区金融危机之后产业转出的趋势。在分析东部产业转出驱动因素的基础上,利用区域动态集聚指数对东部10个省份的28个工业细分行业的转出趋势进行测度,明确金融危机后东部产业转出的新趋势和特点,确定西部承接产业的外部可能性。其次,评价西部承接产业转移的优势。在了解西部经济基础、产业结构特征、工业发展进程以及承接产业转移的综合优势的前提下,基于偏离份额法中的三个分量指标从不同方面对西部12个省市各细分行业的承接优势进行重点探究,明确产业承接的内部基础。最后,将东部具有转出趋势的产业与西部具有相对优势的产业综合匹配拟合,根据重点承接的产业,确定资源利用型和部分资本技术密集型产业将是西部未来发展的战略方向,并提出西部在承接产业时可能面临的挑战及相应对策。
[Abstract]:With the process of economic reform of China, to solve the unbalanced development of regional economy the contradiction is speeding up, the regional industrial transfer has become an important way to improve the contradiction.
