湛江经济技术开发区大部制改革实践研究

【摘要】:“大部制”是市场经济发展到一定阶段及构建服务型政府的产物,也是我国当前行政体制改革的必然选择。随着国务院大部制改革的开展,各级地方政府特别是走在改革发展前列的开发区如何进行相应改革成为各界关注的焦点。作者以湛江经济技术开发区为例,通过走访该区管委会多个部门的工作人员、实际操作大部制改革的改革办人员以及管委会的服务对象——群众和企业,掌握第一手资料,梳理总结湛江开发区大部制改革的内容、成效,以及改革后在实际工作中存在的问题,并探究原因。同时借鉴其他地区深化大部制改革的经验做法,对开发区贯彻落实十八大关于进一步深化大部制改革的指导思想,深入推进大部制改革提出对策建议,也为其他开发区或地方政府开展大部制改革提供经验。 本研究通过对湛江经济技术开发区大部制改革实践的实证分析,发现通过大部制改革,管委会精简了机构、优化了人才队伍、提高了行政效能、推动了服务型政府的构建、促进了经济的蓬勃发展、提升了公众对政府的满意度。同时发现,大部制改革后的机构运作,也存在一些问题未能解决,如改革分流人员未能发挥余热、新部门内部凝聚力不足、工作人手紧缺、上下级对接不畅、腐败案件多发等问题。研究认为,产生这些问题的原因是部门利益难破除、第三方组织不成熟、政府职能转化不到位、权力集中难监督等。最后,为进一步深化大部制改革,研究认为可从以下几个方面着手:规范政府部门权力,清除利益障碍;消除权力监督难点,创新监督机制;健全协调机制,实现部门内外良好的沟通协调;完善干部职工建设体系,妥善安置分流人员;完善配套政策,加强大部制保障机制;切实转变政府职能、完善政府职能体系;大力发展第三方组织,增强社会自我管理能力,实现政府职能转移等。
[Abstract]:The "large department system" is the product of the development of market economy to a certain stage and the construction of a service-oriented government, as well as the inevitable choice of the current administrative system reform of our country. Local governments at all levels, especially the development zones at the forefront of reform and development, have paid close attention to how to carry out the corresponding reforms. The author takes Zhanjiang Economic and technological Development Zone as an example, by visiting the staff of many departments of the District Management Committee. The personnel of the reform office who actually operate the reform of the large department system, as well as the people and enterprises served by the management committee, have first-hand information, sort out and sum up the contents and results of the reform of the large department system in Zhanjiang Development Zone. And the problems existing in the practical work after the reform, and the reasons for it. At the same time, drawing lessons from the experience and practices of other regions in deepening the reform of the large department system, we will carry out the guiding ideology of the 18 National Congress on further deepening the reform of the large department system in the development zone. It also provides experience for other development zones or local governments to carry out the reform. Through the empirical analysis of Zhanjiang Economic and technological Development Zone's reform practice, it is found that through the reform of the large department system, the management committee has streamlined the organization, optimized the talent team, improved the administrative efficiency, and promoted the construction of the service-oriented government. It has boosted economic growth and increased public satisfaction with the government. At the same time, it has been found that there are still some problems in the functioning of the institutions after the reform, such as the failure of the reform to divert staff from giving full play to the remaining heat. Problems such as insufficient cohesion within the new department, shortage of staff, poor docking between the upper and lower levels, frequent corruption cases, and so on. The study believes that the reasons for these problems are that the interests of the departments are difficult to break down, and that third-party organizations are not mature. Finally, in order to further deepen the reform of the large department system, the author thinks that we can start from the following aspects: standardizing the power of government departments, removing the obstacles of interests, eliminating the difficulties of power supervision, and so on. Innovate the supervision mechanism, perfect the coordination mechanism, realize the good communication and coordination inside and outside the department, perfect the construction system of cadres and workers, properly arrange the personnel diverting personnel, perfect the supporting policies, strengthen the large department system guarantee mechanism, and transform the government function conscientiously, Improve the system of government functions, vigorously develop third-party organizations, strengthen the ability of social self-management, and realize the transfer of government functions.
