新疆构建现代产业体系问题研究

【摘要】：产业体系是国民经济中产业因相互关系而构成的整体系统，，现代产业体系是产业体系处于相对科学、优化的状态。现代产业体系的形成是经济发展到一定阶段的客观要求，构建现代产业体系有利于经济发展方式的转变，促进经济可持续发展，有利于经济、社会、环境的和谐发展，实现全面建成小康社会的目标。新疆当前产业体系优化程度低、产业结构重型化、能源依赖性强、整体竞争力较低，以粗放型发展、数量型扩张为特征的经济增长方式依然持续，实现产业结构的优化升级，构建现代产业体系成为新疆经济建设的主要任务。区域现代产业体系的建立受产业发展基础、要素禀赋等因素影响，所以新疆必须从本地实际条件出发，建立适宜本省实际的合理的现代产业体系。本文首先通过阐述现代产业体系的内涵及现实意义、分析了现代产业体系形成必需的要素条件。之后通过分析新疆当前产业体系的现状和形成原因，得出了新疆在构建现代产业体系时面临的主要问题。在研究新疆构建现代产业体系时，在以上基础上，以三次产业的主导产业选择为切入点，运用灰色关联分析方法，以各产业与总增加值的相关联程度以及变化趋势为分析对象，确定了三次产业的主导产业。根据已确定的主导产业，构建了新疆现代产业体系三维模型：现代农业一工业主导产业一现代服务业，并对模型的运行机理进行了阐释。以上分析作为现代产业体系进行优化调整的依据，通过对国内外国家和地区建立现代产业体系的实践进行总结，得出了新疆构建现代产业体系的主要思路和具体实施措施。本文的主要结论：新疆发展现代产业体系面临的主要问题有产业发展基础薄弱，产业发展要素投入不足；新疆构建现代产业体系的主要思路是——以现代农业-工业主导产业-现代服务业为主的三维模型；具体实施措施是——保证充足的产业发展要素投入，提高创新能力，降低能源消耗，形成良好的经济发展环境，加强区域之间的合作。
[Abstract]:The industrial system is the whole system of the industry in the national economy, and the modern industrial system is the relatively scientific and optimized state of the industrial system. The formation of the modern industrial system is the objective requirement of the economic development to a certain stage. The construction of modern industrial system is conducive to the transformation of the mode of economic development, the promotion of sustainable economic development, the harmonious development of economy, society and environment, and the realization of the goal of building a well-off society in an all-round way. The industrial structure is heavy, the energy dependence is strong, the overall competitiveness is low. The economic growth mode characterized by extensive development and quantitative expansion is still sustained, and the industrial structure is optimized and upgraded. The construction of modern industrial system has become the main task of Xinjiang's economic construction. The establishment of regional modern industrial system is influenced by the industrial development basis, factor endowment and other factors, so Xinjiang must proceed from the local actual conditions. To establish a reasonable modern industrial system suitable for the actual situation in this province. In this paper, the connotation and practical significance of the modern industrial system are expounded, and the essential factors for the formation of the modern industrial system are analyzed, and then the present situation and the reasons for the formation of the present industrial system in Xinjiang are analyzed. The main problems in the construction of modern industrial system in Xinjiang are obtained. When studying the construction of modern industrial system in Xinjiang, on the basis of above, with the choice of leading industries of three industries as the starting point, the grey relational analysis method is used. Based on the analysis of the correlation between each industry and the total added value and the trend of change, the leading industries of the three industries are determined. The three-dimensional model of modern industrial system in Xinjiang is constructed: modern agriculture, leading industry and modern service industry, and the operating mechanism of the model is explained. The above analysis is used as the basis for the optimization and adjustment of modern industrial system. By summarizing the practice of establishing modern industrial system in countries and regions at home and abroad, the main ideas and concrete implementation measures of constructing modern industrial system in Xinjiang are obtained. The main conclusions of this paper are as follows: the main problems facing the development of modern industrial system in Xinjiang include weak foundation of industrial development and insufficient input of industrial development elements; The main idea of constructing modern industrial system in Xinjiang is a three-dimensional model of modern agriculture, industry leading industry and modern service industry, and the concrete implementation measures are to ensure sufficient input of industrial development elements and to improve innovation ability. Reduce energy consumption, form a good environment for economic development, and strengthen regional cooperation.
