长沙市在长株潭区域经济一体化中的增长极作用研究

【摘要】：2004年我国开始推行中部崛起战略,逐步缩小与东部地区的差距。在这样的背景下,湖南省抓住经济发展的时机,并且把主要精力放在长株潭区域经济一体化的发展上。长株潭区域经济一体化不仅仅关系区域内部的经济整合,也能够成为湖南省经济发展的新的增长极,甚至对中部的崛起也可能起到至关重要的作用。因此,推动长株潭区域经济一体化就显得尤为重要。本文首先在回顾了区域经济一体化理论的前提下,以市场经济下的区域经济发展为主线,旨在分析了长株潭区域的发展问题。其次从长株潭区域经济一体化的背景入手,分析了长株潭区域经济一体化的历程与现状,在此基础上,考虑在经济一体化的初始阶段,将长沙作为长株潭区域内部的增长极。再次,论文阐述了长沙作为增长极的作用与长沙市经济发展成效。这是论文的主体部分。分析方法上将定性与定量相结合,规范分析与实证分析相结合。长沙作为增长极具备经济基础、科技人才等方面的优势。本文分析长沙在长株潭区域的极化作用、辐射作用、调节作用等,来探讨长沙在长株潭的中心地位与作用。本文还对一体化进程中长沙市经济发展成效进行了分析。最后论文提出了一体化进程中增强长沙市发展及作用的建议对策。重点讨论了强化主导产业发展、优化投资环境、做好长沙市规划与长株潭区域规划的衔接、实施联席会议制度,建立城市联合政府等方面的内容。
[Abstract]:In 2004, China began to implement the strategy of the rise of the central region, gradually narrowing the gap with the eastern region. Against this background, Hunan Province seized the opportunity of economic development. And focus on the development of regional economic integration in Changsha-Zhuzhou-Xiangtan region. The regional economic integration of Chang-Zhuzhou-Xiangtan region is not only related to the economic integration within the region, but also can become a new growth pole for the economic development of Hunan Province. Even the rise of the central region may play a vital role, therefore, it is particularly important to promote the regional economic integration of Chang-Zhuzhou-Xiangtan. Based on the review of the theory of regional economic integration and the development of regional economy under market economy, this paper aims to analyze the development of Chang-Zhuzhou-Xiangtan region, and then start with the background of regional economic integration of Chang-Zhuzhou-Xiangtan. This paper analyzes the course and present situation of regional economic integration in Changsha-Zhuzhou-Xiangtan area, and on this basis, considers Changsha as the growth pole within Chang-Zhuzhou-Xiangtan region in the initial stage of economic integration. This paper expounds the role of Changsha as a growth pole and the economic development effect of Changsha. This is the main part of the paper. Changsha, as a growth pole, has the advantages of economic base, scientific and technological talents, etc. This paper analyzes the polarization, radiation and regulation of Changsha in Changsha-Zhuzhou-Xiangtan region. This paper also analyzes the economic development effect of Changsha in the process of integration. Finally, the paper puts forward some suggestions on how to strengthen the development and function of Changsha in the process of integration. Focusing on strengthening the development of leading industries, The investment environment should be optimized, the connection between Changsha city planning and Changsha-Zhuzhou-Xiangtan regional planning should be done, the joint meeting system should be implemented, and the city coalition government should be established.
