基于扎根理论的国家自主创新示范区科技创新政策共词网络研究

【摘要】：本文在运用于政策分析的共词网络研究基础上,提出了政策属性与关键词权重在网络分析中的影响和作用,继而将扎根理论、词频分析和政策测量方法等引入其中,通过定量与定性相结合的方法得到政策和关键词的权重,从而建构基于政策属性与关键词权重的复合赋权的共词网络模型。模型构建之后,利用加权后的Ochiia系数计算关键词之间的距离建构关键词矩阵。在案例分析的部分,将建构的加权共词网络模型运用于收集整理的2011—2016年北京中关村、武汉东湖和上海张江三个国家级自主创新示范区颁布的科技创新政策,基于加权共词矩阵分别进行结点分析和小团体分析,对比验证了加权共词网络模型的可行性,同时在综合视角下展现了自主创新示范区科技创新政策的现状和不足,发现当前在科技金融、产业发展和人才吸引与培养等方面还存在改进空间,为后续的政策制定提供参考。
[Abstract]:On the basis of the study of cowords network applied in policy analysis, this paper puts forward the influence and function of policy attribute and keyword weight in network analysis, and then introduces the theory of taking root, word frequency analysis and policy measurement method into it. The weight of policy and key words is obtained by combining quantitative and qualitative methods, and then a coterm network model based on policy attribute and keyword weight is constructed. The weighted Ochiia coefficient is used to calculate the distance between keywords to construct the keyword matrix. In the part of case analysis, the weighted co-word network model is applied to Zhongguancun in Beijing from 2011-2016. The scientific and technological innovation policies promulgated by Wuhan East Lake and Shanghai Zhangjiang National Independent Innovation demonstration Zone are analyzed by node analysis and small group analysis based on weighted cowords matrix, respectively. The feasibility of weighted co-word network model is compared and verified. At the same time, it shows the present situation and deficiency of sci-tech innovation policy in the demonstration area of independent innovation from a comprehensive angle of view, and finds that there is room for improvement in science and technology finance, industrial development and talent attraction and training, which provides a reference for future policy formulation.
