基于误差修正模型的山东省风险投资研究

【摘要】：风险投资业自发展伊始，至今已有60多年的历史，各国经济学界对其在推动经济增长方面的研究从未间断，现已成为经济领域重点研究问题之一。中国风险投资相对国际风险投资业而言起步较晚，迄今为止也只经历了三十年左右的发展，山东省的起步在整个中国来说也是比较滞后的。鉴于宏观经济制度环境和在风险投资机构发展模式上都存在一定的特殊性，我国对风险投资的涵义表述方面也不同于西方国家。本文运用系统分析的方法，将风险投资分为两个重要的子系统：主体营运系统和外部支撑环境系统。并且通过对实证检验风险投资（VC）对经济增长(GDP)的影响，通过对山东省具体的风险投资机构进行调研分析后，得出风险投资在推动经济增长方面有一定的积极作用。本文在研究山东省风险投资发展现状时，选取山东省具有代表性的风险投资公司，并与风险投资较为发达的地区对比后，发现目前山东省风险投资存在的问题。这些问题有源自于外部支撑环境系统的，也有源于主体营运系统的，而如何克服这些问题，充分发挥风险投资功效也成为本文重点研究的内容。本文针对山东省风险投资业提出了一些切实可行的政策建议即建立多层次的资本市场，，拓宽创业资金来源渠道；明确政府定位，制订和落实各种鼓励政策；健全风险投资法律法规与制度环境；培养风险投资专门人才，为风险投资提供人才保障等，试图从主体营运系统和外部支撑环境系统两方面找到适合山东省风险投资发展的具体措施。
[Abstract]:Since the beginning of its development, the venture capital industry has a history of more than 60 years. China's venture capital has started relatively late compared with the international venture capital industry, and has only experienced about 30 years of development so far. The start of Shandong Province is also lagging behind in China as a whole. In view of the fact that there are some particularities in the macroeconomic institutional environment and in the development model of venture capital institutions, The meaning of venture capital in China is also different from that in western countries. The venture capital is divided into two important subsystems: the main operating system and the external supporting environment system. Based on the investigation and analysis of the specific venture capital institutions in Shandong Province, it is concluded that venture capital plays a positive role in promoting economic growth. After selecting the representative venture capital companies in Shandong Province and comparing them with the more developed regions of venture capital, we find that there are some problems existing in the venture capital of Shandong Province at present. These problems are derived from the external supporting environment system. There are also those that come from the main operating system, and how to overcome these problems, Giving full play to the efficiency of venture capital also becomes the focus of this study. This paper puts forward some feasible policy suggestions for Shandong venture capital industry, that is, to establish a multi-level capital market and broaden the source channels of venture capital; Make clear the position of the government, formulate and implement all kinds of encouragement policies, perfect the environment of laws, regulations and systems of venture capital, train the specialized personnel of venture capital, and provide talent guarantee for venture capital, etc. This paper attempts to find out the concrete measures suitable for the development of venture capital in Shandong Province from two aspects: the main operating system and the external supporting environment system.
