中国对“一带一路”沿线国家对外承包工程的国别差异和影响因素研究

【摘要】：随着我国“走出去”战略的不断深化,外商直接投资(FDI)和对外直接投资(OFDI)是促进我国国际经济发展的主要方式,而近些年来,中国对外承包工程(FCP)异军突起,也日益发展成为推动我国国际经济合作快速发展的重要途径。“一带一路”的发展战略为我国国际承包工程的发展提供了良好的机遇和条件,也引起了学术界对我国在沿线国家的FCP研究,提出了如何有效地促进我国FCP业务在沿线各国间的发展,是否可以采用同样的政策措施来应对不同主体国家,我国的FCP在不同国家之间是否存在不同速度的发展等问题。首先,本文对我国对外承包工程的发展现状、特点等变化进行了分析,其次,根据“一带一路”沿线国家我国对外承包工程的国别数据,通过构建统计测度指数,对我国分国别间对外承包工程的差异性进行分析,得到我国在“一带一路”沿线国家对外承包工程呈现出快速发展的趋势,在“RB”沿线对外承包工程的差异性近年来虽有所降低,但地区间的差异现象依然非常突出。其三,本文通过构建中国对“一带一路”沿线国家对外承包工程影响因素的托宾回归模型,从不同回归结果中分析我国在“一带一路”沿线区域对外承包工程的各变量因子的作用效果和影响程度,得到相同影响因素在不同区域间的作用方向和力度大小存在差别,政治风险和我国对其贸易额因素是所有区域的共同主要影响因素。基于此,提出了建立风险评估管理机制、培养专业人才和不同区域采取区别对待的政策建议。
[Abstract]:With the deepening of China's "going out" strategy, foreign direct investment (FDI) and foreign direct investment (OFDI) are the main ways to promote the development of China's international economy. The development of "Belt and Road" has provided good opportunities and conditions for the development of international contracting projects in China. It has also caused the academic circles to study the FCP of our country in the countries along the route, put forward how to promote the development of our country's FCP business among the countries along the line, whether we can adopt the same policy measures to deal with the different main countries. Whether China's FCP develops at different speeds in different countries or not. First, this paper analyzes the development status, characteristics and other changes of China's foreign contracting projects. According to the national data of China's foreign contracting projects in the countries along the route of "Belt and Road", and through the construction of statistical measurement index, this paper analyzes the differences between countries of our country in contracting projects abroad. It is found that China's foreign contracting projects in the countries along "Belt and Road" show a trend of rapid development. Although the differences of foreign contracting projects along the "RB" line have been reduced in recent years, the differences between regions are still very prominent. This paper constructs the Tobin regression model of the influence factors of China's foreign contracting projects to the countries along the route of "Belt and Road". From different regression results, this paper analyzes the effect and degree of the variable factors of China's foreign contracting projects in the area along "Belt and Road", and concludes that there are differences in the direction and strength of the same factors in different regions. The political risk and China's trade volume are the common main influencing factors in all regions. Based on this, the paper puts forward some policy suggestions to establish the risk assessment management mechanism and to train professionals and different regions to take different treatment.
