舒城县域经济发展中的财政运行效应研究

【摘要】:有史以来,县级政府在稳定中国政治,繁荣国家经济和管理社会等方面起到了独一无二的作用,它在各政府层级中扮演着不可替代的角色,是最稳定的政府层级。由于县级财政位于财政收入的最初阶段和财政支出的最末阶段,最贴近于社会经济,所以它能够集中反映国家的财政收支矛盾、体制矛盾和条块矛盾以及社会中的各种经济运行问题。基于此,深入了解县级财政及其运行状况,分析县级财政运行与县域经济增长之间的关系,及时调整政府财政政策将有利于更好的推动县域经济的发展,同时也有利于整个国民经济的繁荣和经济社会的稳定与和谐。 笔者基于在舒城县实习的便利条件,对舒城县做了一定程度的了解。舒城县地理位置优越,交通便利,农业基础好,旅游资源和劳动力资源较为丰富,在被纳入皖江城市带承接产业转移示范区的建设范围后,该县成为安徽省一个相当具有发展潜力的典型县。因此,本文将舒城县财政作为政府调节经济的工具,以政府的财政运行对舒城县的经济发展产生的促进作用作为研究重点,通过县级财政运行机理的阐述引出财政政策与经济增长的经济学理论分析,并以舒城县财政运行状况及对经济发展的影响作为分析的基础,提出了舒城县在财政运行中存在的财政收入总量偏低,增速不均衡;经济增长对财政的贡献能力偏弱;财政自给能力不足;财政支出带有“土地财政”色彩且支出结构不合理等一系列问题。同时,从政府盲目追求GDP、分税制的财政体制、产业结构不合理以及“土地财政”产生的原因等方面对上述问题进行了深入分析,揭示了问题存在的多种原因。 通过原因分析,本文认为,地方政府是传导财政政策、推动经济增长的重要力量,县级财政的有效运行也是县域经济持续健康发展的重要保障。国家应该高度重视县域经济的发展,逐步完善分税制财税体制,平衡中央与地方的财权和事权,加大对地方经济的扶持力度,推出实际可行的扶持政策,使地方政府的财权和事权得到统一。舒城县作为地方政府之一也应该认真贯彻落实国家的财政政策,积极组织县级财政收入发展县域经济,完善财政制度环境,优化产业结构和政府支出结构,加大对生态环境建设和交通运输建设的投入,逐步完善基础设施建设。只有通过中央和地方的共同努力,才能最大程度的推动舒城县经济增长以至整个国民经济的持续稳定发展。
[Abstract]:Historically, county-level governments have played a unique role in stabilizing Chinese politics, prospering the country's economy and managing society. It has played an irreplaceable role at all levels of government. It is the most stable level of government. Because county finance is located in the initial stage of fiscal revenue and the last stage of fiscal expenditure, and is closest to the social economy, it can concentrate on reflecting the contradictions of the state's fiscal revenues and expenditures. Based on this, we have a deep understanding of county-level finance and its operation, and analyze the relationship between county-level fiscal operation and county economic growth. Timely adjustment of government fiscal policy will help to promote the development of county economy, and also benefit the prosperity of the whole national economy and the stability and harmony of economy and society. Based on the convenient conditions of practice in Shucheng County, the author has made a certain degree of understanding of Shucheng County, which is characterized by its superior geographical location, convenient transportation, good agricultural foundation, abundant tourist and labor resources, After being included in the construction scope of the industrial transfer demonstration zone in the urban belt of Anhui River, the county has become a typical county with considerable development potential in Anhui Province. Therefore, this paper regards the finance of Shucheng County as a tool for the government to regulate the economy. Taking the promoting effect of the government's financial operation on the economic development of Shucheng County as the research focus, this paper introduces the economic theory analysis of the fiscal policy and economic growth through the elaboration of the operating mechanism of the county finance. Based on the analysis of the financial operation and the influence on the economic development of Shucheng County, the paper points out that the total amount of financial revenue in Shucheng County is on the low side, the growth rate is not balanced, and the contribution of economic growth to finance is weak. A series of problems, such as insufficient self-sufficiency of finance, the color of "land finance" and the unreasonable structure of expenditure, and so on. At the same time, from the view of the government's blind pursuit of GDPand the fiscal system of tax distribution, The unreasonable industrial structure and the causes of "land finance" are analyzed in depth, and various reasons are revealed. Through the analysis of the reasons, the author thinks that the local government is the important force to transmit the fiscal policy and promote the economic growth. The effective operation of county finance is also an important guarantee for the sustained and healthy development of the county economy. The state should attach great importance to the development of the county economy, gradually improve the system of taxation and finance, and balance the central and local financial and administrative powers. Increase support for the local economy, introduce practical and feasible support policies, and unify the financial and administrative powers of local governments. As one of the local governments, Shucheng County should also conscientiously implement the national fiscal policy. Actively organize county financial revenue to develop county economy, improve the financial system environment, optimize industrial structure and government expenditure structure, and increase investment in ecological environment construction and transportation construction. Only through the joint efforts of the central and local governments can the economic growth of Shucheng County and the sustained and stable development of the whole national economy be promoted to the greatest extent.
