刍议对技术创新的认识误区

【摘要】：当前对技术创新认识方面存在三个主要误区:中小初创企业是技术创新的主力军;投资驱动与创新驱动是相互对立的;政府和市场在促进技术创新方面的作用是矛盾的。这三个典型的误区需要澄清:其一,中小初创企业不是技术创新的主力军。核心部件层次的集成化和系统层次技术自立的重要性提高了标准制定者以及核心部件供应商的进入壁垒,只有在位大企业、政府或二者合力才能提供复杂产品系统的设计规则与关键部分。其二,投资和创新在驱动经济增长方面不是对立的。无论是理论上西方增长核算模型的新发展,还是现实中的高新技术产业的发展逻辑都能证明这一点。其三,政府和市场在促进技术创新方面的作用不是矛盾的。实践表明,政策性银行和地方政府已经成为中国高新技术工业发展的牵头融资力量,发挥着四两拨千斤的作用。同时,高新技术工业的网络效应意味着国内企业需要政府的“有形之手”提供启动市场,然后通过市场竞争筛选出成功的创新企业。
[Abstract]:There are three major misunderstandings of the current understanding of technological innovation: small and medium-sized start-up enterprises are the main force of technological innovation; investment driven and innovation driven is the confrontation between the government and the market; is a contradiction in the promotion of technological innovation. The three typical errors need to clarify: first, the main force of small and medium-sized start-ups not the importance of technological innovation. The core components of the integrated level and the system level technology independence improved standard setters and core parts suppliers, barriers to entry, only in big business, government or the two together to provide rules for the design of complex product system and key parts. Secondly, investment and innovation in driving economic growth is not opposite. Whether it is a new development of the theory of western growth accounting model, or the logical development of high-tech industry in reality can prove this point. Three, The government and the market role in promoting technological innovation is not contradictory.
