我国三大国家级新区建设经验比较及对建设天府新区的借鉴和启示

【摘要】:自1992年国务院批复设立上海浦东新区以来,我国已先后设立天津滨海、重庆两江、浙江舟山、甘肃兰州、广东南沙新区,2014年1月,国务院批复设立的西咸新区、贵州贵安新区为国家级新区。至此,我国现已存续八个国家级新区。以存续时间较长的浦东、滨海及两江新区为例,三大国家级新区在不同的历史阶段均属时代的弄潮儿。除保持了较高的经济增长速度之外,新区对周边区域的辐射带动的效果显著。在四川省大力推进天府新区建设并着力使之成为国家级新区之际,通过对三大国家级新区的建设经验进行归纳和总结,提炼出其建设模式的核心影响因素,从而为四川省建设天府新区提供借鉴和启示,对于加快天府新区的建设具有重要意义。 本文首先对选题的背景、目的、研究方法及基本思路等进行简要的阐述,为后续论文的展开做好铺垫。同时,,对国家级新区建设的理论基础予以叙述,对新区、国家级新区以及建设经验等相关概念予以界定,并明确本次研究的范畴为浦东、滨海、两江新区三个国家级新区,以及国家级新区建设的理论基础包括增长极理论、城镇化理论和产业集群理论;其次,本文将通过定性分析和比较研究的方法对三大国家级新区的建设经验进行分析研究,总结出国家级新区建设经验在建设背景、政府角色、资本投入、人力资源、土地运用等方面的异同,并就其共性及差异予以提炼、总结,通过全方位的对比研究指出新区建设的关键要素包括资金投入、土地以及人力资源等要素;再次,本文将对天府新区建设的现状予以阐述,并总结归纳出天府新区相对于其他新区的特性之处,并结合论文前面部分的研究成果,提炼出天府新区未来发展的可借鉴之处包括明确发展功能定位、优先进行基础设施建设、强化区域之间合作、注重新区生态环境建设等十个方面;最后,针对前面文段所作出的分析结论,提出在加快推进天府新区建设方面应采取争取国家政策支持、拓展投融资渠道、加快高端产业链打造、注重汇聚各类创新资源、长远规划稳步推进以及加强品牌打造等六个方面的政策建议。
[Abstract]:Since 1992, when the State Council approved the establishment of Shanghai Pudong New area, China has successively set up Tianjin Binhai, Chongqing Liangjiang, Zhejiang Zhoushan, Gansu Lanzhou, Guangdong Nansha New area. On January 2014, the State Council approved the establishment of Xixian New area. Guizhou Gui'an New area is a state-level new district. At this point, eight state-level new areas exist in China. Take Pudong, Binhai and Liangjiang New areas, which have a long existence, as examples. The three major state-level new areas are among the tide takers of the times at different historical stages. In addition to maintaining a relatively high rate of economic growth, The effect of the new district on the radiation drive of the surrounding area is remarkable. At the time of vigorously promoting the construction of the Tianfu New area in Sichuan Province and making it a state-level new district, the experiences of the construction of the three major state-level new districts are summarized and summarized. Abstract the core influencing factors of its construction mode, thus providing reference and inspiration for the construction of Tianfu New District in Sichuan Province, which is of great significance for speeding up the construction of Tianfu New area. In this paper, the background, purpose, research methods and basic ideas of the topic are briefly described in order to pave the way for the development of the subsequent papers. At the same time, the theoretical basis of the construction of the national new area is described, and the new area is described. The relevant concepts such as national new areas and construction experience are defined, and the scope of this study is defined as Pudong, Binhai and Liangjiang New areas, and the theoretical basis for the construction of national new areas includes the growth pole theory. Secondly, through qualitative analysis and comparative study, this paper will analyze and study the construction experience of the three national new districts, and summarize the construction experience of the national new areas in the construction background, the role of the government. Capital input, human resources, land use and other aspects of the similarities and differences are refined, summarized, through a comprehensive comparative study pointed out that the key elements of the construction of new areas include capital investment, land and human resources and other elements; Thirdly, this paper will expound the present situation of Tianfu New District construction, and summarize the characteristics of Tianfu New District relative to other new districts, and combine the research results of the first part of the paper, To extract out the future development of Tianfu New area can be used for reference, including defining the development function positioning, giving priority to infrastructure construction, strengthening regional cooperation, and paying attention to the construction of ecological environment in the new area. Finally, In view of the analysis conclusions made in the preceding article, it is proposed that in speeding up the construction of the Tianfu New District, we should strive for the support of national policies, expand the channels of investment and financing, speed up the creation of high-end industrial chains, and focus on pooling all kinds of innovative resources. Long-term planning to advance steadily and strengthen brand building and other six aspects of policy recommendations.
