马克思市场配置资源理论下的漳州海域资源配置研究

【摘要】：海域资源为我国人类社会的发展提供了丰富的物质条件，也成为我国经济的重要来源，因此，为了提高海域资源的有效利用，，就要对海域资源进行合理的市场化配置。漳州是福建省的海洋大市，具有海域面积大、海岸线长、海产品产值高等特点，但是在现实的海域资源利用中，仍然存在着一些问题，具体体现在海域资源产权界定不清晰、海域资源配置的市场化运行机制不健全、政府作用发挥问题等方面。本文采用文献法和调查研究法，在马克思市场配置资源理论框架下，针对漳州海域资源市场化配置中出现的问题进行分析，提出海域资源市场化配置的关键问题是产权问题和海域资源市场配置机制的建立与完善问题，核心问题是处理好市场和政府的关系问题。文章在马克思市场配置资源理论指导下，借鉴英国、美国、日本等发达国家海域资源市场化配置有益经验、国内海域使用管理的成功案例的基础上，提出了明晰海域资源产权、建立健全海域资源市场化配置的体制机制、更好地发挥政府的作用，实现漳州市海域资源市场化配置和可持续发展的对策建议。
[Abstract]:The sea area resources provide abundant material conditions for the development of human society in our country, and also become the important source of our country's economy. Therefore, in order to improve the effective utilization of the sea area resources, Zhangzhou is a big marine city in Fujian Province, which has the characteristics of large sea area, long coastline and high production value of marine products. However, there are still some problems in the actual utilization of marine resources. It is embodied in the following aspects: the definition of the property right of sea area resources is not clear, the market-oriented operating mechanism of marine resources allocation is not perfect, and the problems of government function are brought into play. This paper adopts the method of literature and investigation and research, and under the framework of Marx's theory of market allocation of resources, Based on the analysis of the problems in the market allocation of water resources in Zhangzhou, the paper points out that the key problems in the market allocation of marine resources are property rights and the establishment and improvement of the market allocation mechanism of sea resources. The core problem is to deal with the relationship between the market and the government. Under the guidance of Marx's theory of market allocation of resources, the article draws lessons from the beneficial experience of market-oriented allocation of marine resources in developed countries, such as Britain, the United States, Japan, and other developed countries. On the basis of the successful cases of domestic sea area use and management, this paper puts forward that the property rights of sea area resources should be clarified, the system mechanism of perfecting the market allocation of sea area resources should be established, and the role of the government should be better brought into play. Countermeasures and suggestions for realizing market allocation and sustainable development of water resources in Zhangzhou City.
