越南海洋经济的发展及其对南海政策的影响

【摘要】：越南位于中南半岛东部，三面环海。国土面积狭小、人口众多的现实国情使得其对海洋有着相当显著的依附性。自从在近海发现石油和天然气资源以来，越南充分利用自身的海洋资源优势，为其国民经济的恢复发展及现代化建设服务。随着海洋经济重要性的日渐凸显，越南提出了“向大海要生存、向海洋谋发展”的口号，并逐步制定了“大力发展海洋经济”的国家战略。经过多年的努力，越南的海洋经济战略已初步成型，确立了以海洋油气业、海洋渔业、海洋与海岛旅游业、海洋港口及海洋运输业等四大海洋经济支柱产业为核心的海洋经济体系。越南海洋经济发展对其国内经济社会的整体发展产生了重大而深远的影响。开发海洋经济资源是越南利用海洋摆脱贫困、发展经济的开端，也是越南走向深海远洋的基础。如今，越南国家发展已越来越离不开海洋经济的发展，海洋经济既是支撑越南国民经济发展的内在需求，更是带动和改善越南国内民生的重要保障。充分利用海洋经济资源，是越南推进工业化及现代化进程的动力之所在。需要指出的是，，越南海洋经济的发展与其南海政策是密切相关的。近年来，越南南海政策的制定和调整往往是基于其海洋经济战略指导下经略南海的现实需求，海洋经济利益的驱使已成为影响其南海政策的重要因素之一。与此同时，在越南发展对外关系，进而提升其南海议题影响力的过程中，海洋经济特别是海洋油气资源开发的国际合作扮演了重要的纽带角色。面向未来，随着海洋经济战略在越南国家整体战略中地位的不断攀升，越南海洋经济发展带来的外溢效应将会更加明显，海洋经济因素对越南国内外政策特别是对其南海政策的影响也将为人们研究越南提供新的视角。
[Abstract]:Vietnam is located in the eastern part of the Indochina Peninsula, surrounded by sea on three sides. Because of its small size and large population, Vietnam is highly dependent on the sea. Since the discovery of oil and natural gas resources offshore, Vietnam has made full use of its advantages in marine resources to serve the recovery and development of its national economy and its modernization drive. With the increasing importance of the marine economy, Vietnam has put forward the slogan "to live in the sea and to seek development in the ocean". And gradually formulated the national strategy of "vigorously developing the marine economy." after years of efforts, Vietnam's marine economic strategy has taken shape, establishing the marine oil and gas industry, the marine fishery, the marine and island tourism industry, Ocean port and marine transportation industry as the core of the four marine economic pillar industries. The development of Vietnam's marine economy has had a significant and far-reaching impact on the overall development of its domestic economy and society. The development of marine economic resources is the beginning of Viet Nam's economic development through the use of the sea to extricate itself from poverty. It is also the basis for Vietnam to go deep into the ocean. Today, Vietnam's national development has become more and more inseparable from the development of the marine economy, which is not only an inherent demand to support the development of Vietnam's national economy, It is also an important guarantee to promote and improve the people's livelihood in Vietnam. Making full use of marine economic resources is the motive force for Vietnam to promote industrialization and modernization. It should be pointed out that the development of Vietnam's marine economy is closely related to its South China Sea policy. In recent years, the formulation and adjustment of Viet Nam's South China Sea policy have often been based on the actual needs of the South China Sea under the guidance of its marine economic strategy. The driving force of marine economic interests has become one of the important factors influencing its policy in the South China Sea. At the same time, in the process of developing foreign relations and thus enhancing the influence of Vietnam's South China Sea issues, The marine economy, especially the international cooperation in the exploitation of offshore oil and gas resources, has played an important role as a link. Facing the future, as the status of the marine economic strategy in the overall strategy of Vietnam continues to rise, The spillover effect brought by the development of Vietnam's marine economy will be more obvious, and the influence of marine economic factors on Vietnam's policies at home and abroad, especially on its South China Sea policy, will also provide a new perspective for people to study Vietnam.
